Background
As of August 2025 UNHCR Indonesia reported 11909 registered and active refugees and asylum seekers with 71% being men and 29% women and children comprising 30% of the total with 52% boys and 48% girls. Nearly half of the youth and children reside in Jakarta and surrounding areas many of whom live independently with limited support. Due to restricted financial resources and minimal structured activities refugee children and youth face heightened risks of psychosocial distress exclusion and negative coping mechanisms. Existing programs mainly focus on education leaving a gap in initiatives that support their broader well-being and social inclusion.

Sport has been globally recognized as a powerful tool for protection social cohesion resilience and personal development. Focus Group Discussions (FGDs) with refugee children and youth in Jakarta and surrounding areas indicate a strong interest in sports activities among both genders despite barriers such as financial constraints and lack of safe spaces. Sport as a universal language provides an inclusive platform to promote connection self-confidence mental health and positive engagement.

In early 2025 UNHCR Indonesia launched Game2Gather a Sport for Protection project for refugees living in Jakarta and surrounding areas. This project aims to improve psychosocial well-being social inclusion and cohesion between refugees and host communities. The implementation is focusing on three components:

sports activities led by Refugee-Led Organizations (RLOs) through grant agreements promoting community ownership and sustainability.
-building activities integrated into sports sessions to strengthen leadership teamwork and self-competence.
support mechanisms including peer counseling and referral pathways to create safe spaces for emotional support and strengthen mental well-being.

In line with UNHCRs Sports for Protection framework this project aims to enhance psychosocial well-being with particular focus on developing self-competence through sport-based interventions. To capture progress and outcomes UNHCR Indonesia has developed a set of monitoring and evaluation tools for both quantitative and qualitative approaches to measure changes in the participants psychosocial well-being especially in self-competence aspects. These tools have undergone pre-testing with participants to assess the current and or previous conditions. The post-test data management and impact analysis are yet to be conducted.

UNHCR Indonesia is seeking a MEAL Consultant to ensure the systematic collection of evidence with alignment with the Sport for Protection framework and proper monitoring and analysis of outcomes. The consultant will support the post-test implementation manage and analyze the data collected and generate evidence-based insights on the projects impact. Findings will inform learning accountability to donors and recommendations for future implementation.

Organizational context:
The consultant will work under the supervision of the Community-Based Protection Associate in close coordination with the Senior Community-Based Protection Assistant for Sport Project.

Objectives of the MEAL project:
The consultant is expected to measure changes in psychosocial well-being of refugee children and youth participating in the Sport for Protection project by analyzing pre- and post-test results. The consultant will also assess the overall impact of the project including participants satisfaction accessibility and perceived relevance in the communities.

In addition the consultant will gather feedback from both participants and Refugee-Led Organizations (RLOs) involved in implementation to evaluate satisfaction level and identify key strengths and challenges. The findings will help capture best practices and lessons learned for future implementation of the project.

Duties and Responsibilities:
Review and refine existing quantitative and qualitative MEAL tools (already pre-tested) to ensure alignment with Sport for Protection and psychosocial well-being indicators.
Develop tools to measure the impact and the satisfaction from the participants and the Refugee-Led Organizations (RLOs)
Undertake the post-test surveys focus group discussions and other data collection activities with the participants RLO coaches and community members as needed.
Undertake the impact studies.
Ensure data is collected safely ethically and inclusively (age gender disability and diversity considerations).
Clean process analyze and manage all collected data (both quantitative and qualitative).
Document best practices lessons learned challenges and recommendations for project improvement.
Incorporate feedback and questions from UNHCR staff members in the Indonesia country office to finalize deliverables.

Core Deliverables:
Post-test data collection completed with raw and cleaned datasets compiled (quantitative and qualitative)
Final evaluation report incorporating feedback presenting key findings project impact lessons learned and recommendations for UNHCR RLOs and the donor.
Presentation of results to UNHCR RLOs donor and other relevant stakeholders.
Annexes and documentation including data collection tools cleaned datasets list of stakeholders consulted (with contact details) consent forms and methodology notes


Qualifications and Professional Experience Required:
Education
University level qualifications Bachelors (essential) or Masters degree (desired) in a relevant area including but not limited to international relations communications psychology political science refugee or public international law
Job Experience
Demonstrates minimum 2-3 years of experience in monitoring and evaluation. Specific experience with either refugee and/or sport issues is desirable.
Demonstrated experience in undertaking projects similar in nature and level of complexity.
Experience working for a UN agency or international organization with a focus on human rights and/or refugee issues.
Knowledge of the humanitarian landscape in Indonesia and exposure to the work done with refugees migrants and other displaced populations in the country is an advantage.
Language
Fluency in English (required)
Fluency in Bahasa Indonesia(desired)

Excellent writing and documentation skills demonstrating high levels of attention to detail.
Strong time management skills including the ability to work quickly and to meet deadlines.
Ability to work as a team including remotely.

Works well in a multicultural team and has a strong work ethic; strives to deliver high- quality error-free deliverables potentially targeting different types of users e.g. senior management fundraising specialists and database managers.

Location:
The consultant will be home based and may reside outside the location where the research will take place. The consultant should be available for conference calls with UNHCRs office in Indonesia following the Western Indonesia time zone (GMT 7).

Budget:
The budget for this project will include the cost of RLOs visitation data collection and supporting facilities including materials consultant transportation allowance for RLOs visitation and other related services as formally agreed between the Supplier and UNHCR Indonesia.
