Job Description:

Purpose:

Under minimal supervision and with considerable latitude for the use of initiative and independent judgment provide oversight and reporting and make improvement recommendations for the Citys Capital Improvements Program (CIP) within the Capital Planning Office

Duties Functions and Responsibilities:

Essential duties and functions pursuant to the Americans with Disabilities Act may include the following. Other related duties may be assigned.

  • Maintains knowledge of the Citys Capital Improvements Program and how the CIP is utilized to carry out the strategic objectives of the City of Austin.

  • Maintains knowledge of key capital program issues facing the City of Austin.

  • Oversees and monitors progress of Citys portfolio of bond projects and conducts portfolio management activities.

  • Participates in the Citys CIP planning and review processes.

  • Produces reports from CIP Program data and provides analysis of the information for use in decision making.

  • Monitors CIP project and program issues from an organizational perspective and when required assist in resolution.

  • Monitors CIP operating procedures policies and ordinances to ensure CIP compliance.

  • Monitors the Citys CIP project portfolio for legal regulatory and initiative compliance.

  • Develops and conducts training for City personnel involved in the CIP Program.

  • Provides technical advice and assistance to city management as necessary.

  • Meets with city management and staff as required to resolve CIP project issues using subject matter judgment and expertise.

  • Coordinates and collaborates with other agencies departments divisions involved in or affected by the Citys CIP portfolio.

  • Attends City Council board meetings etc. as City staff representative.

Knowledge Skills and Abilities:

  • Knowledge of project management systems

  • Knowledge of engineering and/or architectural principles practices procedures
  • Knowledge of budget policies and principles
  • Knowledge of capital improvement program processes and related issues

  • Knowledge of manual and automated financial systems
  • Skill in negotiating with diverse groups of people to accomplish objectives
  • Skill in written and oral communications including public presentations
  • Skill in establishing and maintaining good working relationships with other City employees and the public
  • Skill in maintaining and compiling complex CIP data for use in analysis monitoring and reporting
  • Ability to exercise good judgment tact and diplomacy in all public contacts
  • Ability to perform objective analyses of business processes to maximize the effective delivery of the Citys CIP projects.

Minimum Qualifications:

Education and/or Equivalent Experience:
Bachelors degree in engineering architecture or related field plus five (5) years of related work experience including two (2) years as a project manager program manager and/or portfolio manager preferably with a municipality.

Licenses and Certifications Required:

Preferred experience:

  • Experience with infrastructure asset management data analysis and technical communication for industrial or utility asset owners

  • Experience with budgeting for construction projects and capital improvement program management

  • Experience with data analytics performance measures and creating dashboards to review and monitor project and program status

  • Experience with data visualization and reporting platforms such as Microsoft Power BI ArcGIS Experiences or similar platforms

  • Experience with Microsoft Office including SharePoint

  • Ability to travel to more than one work location


Notes to Candidate:

Position Overview:

This position will lead asset management plan development and communication efforts at the enterprise level for a diverse asset base spanning across heavy civil and high voltage electrical IT and building system assets. Additionally the Capital Program Consultant will be tasked with analyzing and validating Austin Waters multi-billion-dollar capital improvements program to identify opportunities to innovate and ensure industry best practices are implemented in the service of resource optimization and good stewardship of public assets. This individual will be a confident presenter and networker working collaboratively with subject matter experts across engineering operations and finance inside and outside of Austin Water to identify business process improvements and innovative tools.

Pay Range:

$97450.00 - $125200.00 Annual

Monday - Friday 8:00a.m. - 5:00p.m.

  • This position has been designated as critical for the City of Austin. Critical positions are necessary and vital and support activities that impact City or department operations. Work can be done while at a designated work site or while working at an alternate work location. Critical employees may be reassigned to another area to provide essential services to support any extraordinary situations or emergency conditions.
