City Department of Youth and Community Development (DYCD) invests in a network of community based organizations and programs to alleviate the effects of poverty and to provide opportunities for
New Yorkers and communities to flourish.

The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBO) throughout New York City. Our central task is administering available city state and federal funds to a wide range of innovative practical and quality programs that positively impact youth and communities.

DYCD is the designated Community Action Agency for New York City and administers federal Community Services Block Grant (CSBG) funded programs to assist low-income individuals and families to attain the skills knowledge motivation and opportunities they need to become self-sufficient and productive members of their communities. To maximize the impact of CSBG funding DYCD targets funds to low-income communities it designates as Neighborhood Development Areas (NDAs).

DYCD is seeking a Program Manager who under the supervision of the Deputy Director with latitude for the exercise of independent action and decision-making will manage a portfolio of Adult Literacy and Immigrant Services programs.  The goal of the DYCD Adult Literacy Program is to help New Yorkers attain the reading writing and communication skills they want and need to gain employment and/or pursue further education.  While programs in the Immigrant Services portfolio provide services to immigrants so they can meet the challenges associated with establishing themselves in their new homes. 

 

The Program Manager will perform the following duties:

  • Review and approve program plans.
  • Perform desk reviews and/or in-person site visits (may include weekends and evenings in any of the five boroughs of New York City) using DYCDs monitoring tools and share feedback in a timely manner with CBO contract providers.
  • Provide technical assistance and monitor strategic action and/or corrective action plans for underperforming CBO contractors.
  • Advance knowledge of NDA sites by providing technical assistance and sharing resources to promote program quality.
  • Evaluate contract performance reports as well as agency fiscal documents to ensure contract compliance.
  • Participate in contract negotiations.
  • Become proficient and provide training to CBOs on Agencys web-based program management systems and DYCDs protocols (i.e. case management standards).
  • Make summary reports to higher administrative levels along with recommendations to improve program performance.
  • Prepare standard reports as designated by higher management.
  • Serve as a contact point for borough-based issues on behalf of the Community Development programs and the agency; help address borough and geographical issues and resources needed on behalf of Community Development for Internal and external stakeholders.
  • The incumbent will also maintain programmatic goals and benchmarks; he/she must communicate effectively troubleshoot and strategically identify creative solutions for programmatic challenges.
  • Other projects and tasks as needed to support the unit and its programs.

PREFERRED SKILLS:

  1. Must possess strong oral and written communication organizational and analytical skills.
  2. Strong ability to juggle multiple projects and priorities at once.
  3. Demonstrated working knowledge of target populations shown through management of relevant programs.
  4. Extensive experience in and working knowledge of developing human services programs and program budgets.
  5. Knowledge of New York City contracting processes. Computer literate with advanced skills in Microsoft Office: Word Excel Power Point and Access.

 NOTE: Probationary Period Appointments to this position are subject
to a minimum probationary period of one year.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning allocation for resources and the scheduling and assignment of work 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory full-time progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory full-time progressively responsible experience as described in 1
above 18 months of which must have been in an administrative managerial
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all
candidates must possess the 18 months of administrative managerial executive or supervisory experience as described in 1 2 or 3 above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative managerial executive or supervisory
experience described in 1 2 or 3 above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
