DescriptionThe Fourth Judicial District is pleased to accept applications for a Senior Manager classified as a Court Operations Manager III in District Administration of Hennepin County District Court. This position provides strategic leadership and operational oversight for assigned divisions. This role leads a team of 36 staff with both direct and indirect reports across the following divisions: Human Resources Inclusion and Development and Jury Scheduling and Interpreter Services.
Example of Duties
- Lead strategic planning workforce development and operational management for all assigned divisions.
- Oversee the full recruitment lifecycle for approximately 250 employees annually ensuring effective hiring practices and collaboration with district leadership.
- Direct new employee orientation ongoing staff education and district-wide efforts that promote diversity equity inclusion and belonging (DEIB).
- Manage annual jury operations including the summoning of 41000 jurors and coordinating an average of 618 jury trial requests.
- Oversee the processing of approximately 25000 interpreter service requests each year across 77 languages ensuring timely and high-quality language access services.
- Serve as a key member of the districts senior management team contributing to strategic planning policy development and administrative decision-making.
- Represent the Fourth District in collaboration with justice partners and external agenciesincluding Hennepin County Human Resources collective bargaining units and State Court Administrationto advance district priorities and improve customer experience.
- Contributes to budget planning and ensures fiscal oversight through tracking and monitoring the districts positions and staff development budgets.
- Serves as a key liaison representing the division/judicial district on task forces policy committees and in engagements with judicial officers legal counsel governmental partner agencies community organizations etc.

Minimum Qualifications
- Any combination of training and work experience which indicates possession of the knowledge abilities and skills listed below. An example of an acceptable qualification for this position is:
- Bachelors degree in business public administration court administration or a related field and considerable experience in court management work including supervisory experience or an equivalent combination of related education and experience.
- Three (3) years of supervisory experience some of which includes managing managers or supervisors.
Preferred Qualifications
- Masters Degree in a related field such as Public Administration Human Resources or Criminal Justice.
- Certified Court Manager or Executive through the National Center for State Courts.
- Five (5) years of supervisory experience some of which includes managing managers or supervisors.
- A strong background in human resources management including expertise in employee and labor relations conflict resolution and compliance with employment laws and organizational policies.
Minimum Knowledge Skills and Abilities
- Considerable knowledge of court procedures legal documents laws and legal factors pertaining to courts and of modern principles and practices of public or judicial administration.
- Considerable knowledge of the organization functions responsibilities and procedures of the courts.
- Considerable knowledge of effective supervisory and management techniques and DEIB concepts and principles.
- Ability to interpret legal documents in the conduct of research projects.
- Ability to organize direct and coordinate administrative activities through direct and indirect reports.
- Ability to prepare reports and communicate complex ideas effectively both orally and in writing.
- Ability to establish and maintain effective working relationships and foster collaboration with all divisions judicial officers attorneys court officials justice partners agency contacts and the public.
- Demonstrated ability to analyze and interpret data within the organization identify barriers or gaps and develop strategies to address them.
- Demonstrated ability to engage with stakeholders deliver training programs and facilitate discussions.
- Ability to exercise sound judgement and discretion in handling situations.

The Court Operations Manager III position is a part of District Administration located on the 12th floor of the Hennepin County Government Center in downtown Minneapolis. Typical hours for this position are 8:00am 4:30pm Monday Friday. This is a highly visible position with occasional remote work opportunities according to business order to work remotely access to a reliable internet connection is required. Infrequent travel within the Twin Cities or greater Minnesota may be required.
Salary Range
The expected starting salary range for external candidates is $50.48 $64.35 per hour ($105402 $134362 annually.) The full salary range for this position is $50.48 $78.21 per hour ($105402 $163302 annually.) This position is exempt under the Fair Labor Standards Act and is eligible forState of Minnesota employee benefits.
