Under the supervision of the Director this position will have the responsibility for analyzing coordinating preparing and processing real property initiatives for the University of Tennessee System. Using considerable judgment to facilitate problem solving and the successful coordination of transactions the role will support the Director and Assistant Director with statewide real property transactions that require UT Board and State approvals.



Responsibilities

Job Function/Responsibilities:

The Real Property Specialist performs duties under established practices and policies and under the direct supervision of the Director Considerable judgment is required in the development of approaches and technique for coordinating/processing transactions facilitating and problem-solving real property transactions.

The responsibilities of the position include and shall not be limited to the following:

  1. Coordinating developing processing analyzing/evaluating and preparing real property items for the Directors presentation to the University Board and the State including acquisitions disposals leases real property requests for proposals easements and all other real property interests.
  2. Tracking real property transactions through the University and State process
  3. Administering evaluating and procuring due diligence services and vendors for real property transactions
  4. Adhering and ensuring the adherence to real property policies and procedures
  5. Assuring the maintenance of real property inventory
  6. Facilitating the Universitys gift property program; including coordinating and evaluating due diligence before acceptance of property
  7. Coordinating real property projects


Qualifications

Required Knowledge Skills and Abilities (KSAs):

  • Strong written/communication skills with knowledge of Microsoft Office Suite software
  • Detail oriented with the ability to write clear and concise reports
  • Proven ability to efficiently manage time and workload which includes planning organizing prioritizing and following through on a variety of tasks assignments projects and reports to meet deadlines
  • Strong organizational and follow-up skills
  • Proven ability to work/act independently and know when to refer decisions/situations to the Director
  • Proven ability to use prudent judgment to identify and evaluate alternative solutions and make effective business decisions and recommendations
  • Ability to perform general office duties
  • Ability to compose written routine correspondence from oral instructions
  • Knowledge and ability to produce and maintain contract agreements and monitor compliance with applicable terms and provisions
  • Ability to provide project supervision
  • Knowledge of real property transactions in a governmental agency
  • Knowledge of and experience with reviewing and providing input on legal documents such as leases title opinions etc. and due diligence materials such as surveys appraisals environmental reports etc.

Preferred Knowledge Skills and Abilities (KSAs):

  • Knowledge of appraisal and negotiation principles policies procedures and techniques
  • Knowledge of the application of depreciated replacement cost capitalized income and a variety of market data comparison methods and techniques.
  • Knowledge of property descriptions land title reports and work and instruments of ownership.
  • Knowledge of property management and leasing.
  • Knowledge of preparing issuing advertising coordinating and evaluating Requests for Proposals for a variety of Real Estate transactions.
  • Knowledge of federal state and city real property acquisition and relocation assistance laws policies and procedures.
  • Knowledge of engineering principles and procedures as they relate to property acquisitions ability to read and interpret engineering plans profile drawings surveys and maps.
  • Ability to establish and maintain effective working relationships with other employees state officials property owners due diligence vendors engineers and attorneys.
  • Experience working collaboratively with interdepartmental teams.

Required Experience:

Five (5) years or more of progressively responsible real property experience (i.e. acquisition disposition appraisal review real estate law) and experience with large complex real property transactions. The equivalent combination of 5 years of education training and experience that provides the required knowledge skills and abilities will be considered.

Preferred Experience:

Seven years of experience preferably in a higher education or government entity environment.
