Job Summary

Description

Reporting to the Chief Campus Compliance Officer the Policy and Compliance Manager oversees three core functions of campus compliance: policy management training and committee support. This position serves as the Campus Policy Designated Official as required by GE0001-K and is responsible for maintaining campus-specific policy documents coordinating communications and ensuring alignment with system-wide policy. The Policy and Compliance Manager leads the development communication implementation and tracking of annual campus-wide compliance addition the position provides coordination and administrative support to the Institutional Compliance Committee and assists campus units with external audit coordination and response.



Responsibilities

Lead the Campus compliance with UT System Policy GE0001 (Policy Governing Issuance of System-Wide Administrative Policies) through training drafting processes and identifying and reviewing policies.

  • Develop and maintain a tracking mechanism for all campus procedures in alignment with system policies;
  • Ensure accurate versions and complete inventories of Campus Policy Documents;
  • Lead all Campus Policy initiatives to develop approve communicate maintain track and update as required;
  • Monitor policy procedural performance and proactively address risk issues and scope changes;
  • Train track and update lists of Responsible Officials;
  • Develop and maintain a tracking mechanism for all required campus-wide compliance training (annual and as needed) in coordination with the responsible parties for each content area;
  • Chair the Annual Campus Compliance Coordination Committee;
  • Coordinate training efforts including messaging outcome tracking report compliance completion to supervisory units and monitor trends and patterns;
  • Monitor and respond to community questions via the central compliance training email;
  • Review and approve regulatory trainings (e.g. Title VI Title IX FERPA ADA) to ensure they meet all applicable legal and regulatory requirements;
  • Collaborate with campus and system subject matter experts to develop and refine compliance training content;
  • Incorporate new or additional training courses as directed by the Institutional Compliance Committee and/or Executive Compliance Committee consistent with evolving legal or policy requirements;
  • Develop and facilitate a tracking mechanism for all units to support compliance with external audits including timelines major project assignments and routine meeting schedules.


Qualifications

Required Qualifications

  • Education: Bachelors Degree
  • Experience: Experience in a compliance paralegal legal assistant policy or related role with demonstrated knowledge of laws regulations and institutional policies.
  • Knowledge Skills Abilities: Strong skills in research drafting and reviewing legal or policy documents.
  • Proven organizational ability to manage multiple priorities track deadlines and maintain accurate records.
  • Excellent written and verbal communication skills including preparing training materials and presenting compliance information.

Preferred Qualifications

  • Education: MBA MPA (or related fields) JD
  • Experience: Experience working in higher education corporate healthcare or government compliance.
  • Knowledge Skills Abilities: Familiarity with federal and state regulations such as Title IX Title VI ADA HIPAA Clery Act or equivalent sector-specific laws.
  • Professional certification in compliance (e.g. CCEP CRCMP CRCM) or willingness to obtain within 18 months of hire.

About The College/Department/Division

The University of Tennessee Knoxville is continuing to strengthen its compliance infrastructure through the work of Campus Compliance Services (CCS). Established in 2024 CCS serves as the central hub for university-wide compliance support and coordination.

Its mission is to provide support coordination and guidance to campus units engaged in efforts to comply with federal and state laws as well as university policies. The structure of campus compliance oversight includes two committees: the Institutional Campus Compliance Committee which provides operational guidance and the Executive Compliance Committee which offers strategic direction.

CCS is led by Ashley Blamey interim chief campus compliance officer and Title IX coordinator. CCS is home to compliance programs including the Clery Act NAGPRA Title IX and the Office of Investigation and Resolution.
