Job Summary

Job Summary/Basic Function:

The Technical Records Specialist III (TRSIII) provides specialized support to the Registrar and the University Academic Appeals Committee (UAAC) in managing student appeals for exceptions to university academic policy. This position plays a key role in guiding students through the appeals process reviewing submissions for completeness and documentation validity preparing materials for weekly UAAC meetings and communicating committee decisions through formal correspondence.

The TRSIII also addresses student concerns with discretion and professionalism analyzing complex sensitive issues and collaborating with students faculty and staff to explore appropriate options. The UAAC processes approximately 1000 appeals annually requiring accuracy efficiency and strong interpersonal skills.

In addition to appeals the TRSIII serves as the primary backup for inquiries related to the establishment of Idaho residency supporting this function when the Assistant Registrar for Registration Residency and Customer Service is unavailable.

This opportunity is only open to current internal Boise State employees only.

Department Overview:

The Office of the Registrar is the hub of the University. We provide assistance with transcripts registration and course scheduling transfer credit and graduation evaluation determination of Idaho residency for tuition and catalog information.

Level Scope:

Regularly works on tasks that are varied and complex. Applies full range and job knowledge; frequently adapts procedures techniques tools materials and/or equipment to meet specialized needs; may serve as lead; performs broad and/or focused assignments under general supervision; originality and ingenuity are often required to help establish procedures in functional area; relies on experience and judgment to plan and accomplish assigned tasks.

Essential Functions:

Managing University Academic Appeals Process (80%)

  • Prepare complete academic appeal packets for weekly UAAC meetings including validating documentation and adding required university records (e.g. transcripts enrollment reports).
  • Manage and update the committee vote sheet; respond to member requests for additional information.
  • Send UAAC decision letters and maintain accurate appeal documentation and reporting.
  • Guide students staff and faculty on the appeals process including issue analysis and resolution options.
  • Maintain documentation of procedures and appeal volume statistics.

Residency Appeal and Special Process Support (10%)

  • Serve as back-up for residency appeals including interpreting and applying Idaho Code Sections 33-3717B and 33-2110A and responding to related student inquiries.
  • Assist with individual record clean-up for National Student Clearinghouse (NSC) enrollment and degree verifications.
  • Participate in assigned special projects as needed.

Special projects and Back-Up Duties (5%)

  • Provide back-up support for enrollment and degree verifications.
  • Offer limited customer service assistance as a non-primary contact.

Knowledge Skills Abilities:

Minimum:

  • Knowledge of administrative and clerical procedures records systems and data management best practices.
  • Understanding of customer service principles including needs assessment quality standards and service recovery.
  • Strong verbal and written communication skills; able to convey information clearly and professionally.
  • Proven ability to manage time prioritize tasks and adapt to changing workloads and deadlines independently or within a team.

Preferred:

  • Skilled in researching and analyzing complex information to resolve problems accurately and efficiently.
  • Experience interpreting and applying laws regulations and institutional policies across various programs.
  • Demonstrated discretion and confidentiality in handling sensitive student and institutional information.
  • Excellent attention to detail and accuracy in data entry documentation and review.
  • Proficient in using automated systems and working in a fast-paced technology-driven environment.
  • Strong interpersonal skills with the ability to deliver exceptional customer service and de-escalate difficult situations
MinimumQualifications:

Experience: records management; interpreting applying or explaining state or federal laws rules and policies; researching and reviewing legal documents for compliance with laws and to identify and resolve complex issues (e.g. court orders contracts ownership deeds trusts tax returns); creating correspondence and documents using word processing software.

Salary and Benefits:
The base pay for this position starts at $22.67 per hour ($47153.60 annually) and is dependent upon experience. Boise State University provides a best-in-classbenefits package including (but not limited to):
