LOCATION: Cedar City UT


SUMMARY: The EHS & Training Development Manager is responsible for leading the Center of Excellence location environmental health and safety programs while implementing and developing comprehensive training initiatives that ensure regulatory compliance and improve employee job proficiency. This role ensures all work is performed in a safe and environmentally responsible manner and that the workforce is appropriately trained to meet all manufacturing safety and quality requirements.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.


  • The primary function of the position is to identify eliminate and control hazardous conditions that may lead to injury and/or property damage using safety standards best management practices and analytical techniques.
  • Direct and organize EHS-related projects for the site to include:
  • Site emergency preparedness (training evacuation planning emergency response)
  • Safety Committees/Teams: Support the COE EHS Managers in the development and growth of team-based structure
  • Oversee the facilities chemical management plan along with managing the Safety Data Sheet (SDS) approval process.
  • Lead environmental performance continuous improvement efforts (Support ISO 14001)
  • Conduct risk assessments as needed to prioritize top-priority mitigation measures.
  • Provide support to manufacturing and staff and focus on safety awareness prevention and training.
  • Facilitate regular engagement with APC employees and champion engagement initiatives.
  • Assist Corporate EHS and local site management in developing health and safety programs and procedures.
  • Conduct Management of Change exercises on all new or changed processes/equipment.
  • Facilitate use of early intervention/physical therapy services as needed.
  • Thoroughly investigate incidents and injuries in a timely manner

Training:

  • Identify training needs pertaining to EHS and implement accordingly.
  • Participate in plant-wide meetings & present EHS and Training materials as needed.
  • Participate and present safety and training initiatives in new hire orientation/onboarding
  • In partnership with Human Resources leads new hire orientation/onboarding training and hand-off of new hires to shift and/or department managers.
  • Conduct contractor training and audits as needed.
  • Assess employees against training requirements to identify training gaps and implement necessary improvements to address gaps with Corporate Training Managers guidance.
  • Works with Corporate Training Manager to ensure scheduling and updating assignments. This ensures COE locations maintain training compliance for standard operating procedures work instructions and related documents and all necessary material is incorporated into training and overall job performance.
  • Trains and teaches all new and existing employees through hands-on training and techniques associated with composite manufacturing procedures.
  • In partnership worksPartners and works with Process Instructors and Level 2 Trainers to create and track all JQS documents.
  • Partner with APC Training and Development leadership to develop implement and manage training activities including recordkeeping training curriculum training plans key performance indicators facilitation and support of the Center of Excellence

Compliance / Recordkeeping:

  • Ensure OSHA compliance throughout the facility.
  • Maintain required OSHA recordkeeping for the site.
  • Meet compliance and reporting requirements of federal &/or state regulations.
  • Assist Plant Engineer with local compliance requirements (fire code building code etc.).
  • Maintain all site-required documentation related to safety issues (i.e. accident reports inspection reports training logs etc.)
  • Maintain systems to track/trend key EHS performance indicators & report out as directed.

Audits / Prevention:

  • Risk prevention areas include hazardous materials exposure incidents & injuries fires or other unsafe conditions.
  • Actively participate in audits: EHS Industrial Hygiene Loss Control ISO 14001 OSHA Inspections EPA Inspections Fire Inspections others as necessary
  • Responsible with the local facility team for maintaining and auditing Process Safety Management
  • Formulate and suggest work safety standards & enforce procedures.
  • Works closely with facility management to quickly identify and address potential hazards or compliance issues.
  • Review and implement recommendations/corrective actions from audits as agreed upon.
  • Perform job site analysis determine employee exposure and institute safe work procedures.
  • Conduct regular safety inspections document findings and implement corrective actions.
  • Maintain COE/facility programs: Safety shoes Safety Glasses Hearing Tests others as needed.
  • Participate in APC Internal Audit site visits/reviews.

Incident Investigation:

  • Assist in processes that reduce/eliminate injury and near-miss incidents.
  • Lead effective root cause analysis exercises post-incident.
  • Conduct thorough and accurate incident investigations ensuring immediate hazard containment.
  • Advise EHS/Site Management on problem correction.
  • Coordinate and assist with early return to work for lost time injuries.
  • Implement corrective actions in a timely manner.

Any other responsibilities as assigned:

  • Continue training and development in areas of EHS to stay current with changing regulations and EHS advancements/technology.
  • Attend and participate in all company-mandated meetings.
  • Attend Biannual Safety Summit conferences (requires out-of-state travel)
  • Performs all other duties as assigned.


Requirements

QUALIFICATION REQUIREMENTS: To perform this job successfully an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE

Bachelors degree (Engineering Occupational Health EHS Management) from a four-year college or university five years of related experience and/or training or equivalent combination of education and experience implementing EHS programs in a manufacturing environment. Knowledge of Occupational Safety & Health Administration (OSHA) Environmental Protection Agency (EPA) and Process Safety Management (PSM) regulations is required. Must have experience interpreting regulatory requirements and implementing and coordinating OSHA compliance programs.


LANGUAGE SKILLS

Ability to read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Ability to write reports business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers clients customers and the general public.


MATHEMATICAL SKILLS

Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Ability to compute rate ratio and percent and to draw and interpret bar graphs. Ability to calculate figures and amounts such as discounts interest commissions proportions and percentages.


REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. The ability to define problems collect data establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to interpret a variety of instructions furnished in written oral diagram or schedule form.
