WFP strives to be a leader in environmental sustainability within the UN pursuit of this goal WFP adopted a new Environmental Policy in February 2017 which commits the organization to avoiding unintended harm to the environment its beneficiaries or any other affected populations as a result of our operations and programmes and to maximize environmental benefits. The policy is jointly implemented by the Management Services Programme and Supply Chain Divisions. The policy is implemented through the application of WFPs Environmental and Social Sustainability Framework (ESSF).
The Environmental Sustainability Advisor is hosted by the Environmental Unit within the Management Services Division (MSD) and supports WFP in general MSD and country offices in particular on strategic matters related to the implementation of the Environmental Policy (evaluated in 2024) the Environmental and Social Sustainability Framework (ESSF) and WFPs Environmental Plan of Action (approved October 2024) focusing primarily on issues related to managing the environmental impacts of WFP support operations.
Responsibilities included in this TOR are a natural progression of tasks that were initiated and/or completed in 2025.
ACOUNTABILITIES/RESPONSIBILITIES
The following is a non-exhaustive list of accountabilities and tasks to be assigned within the contracting period. Additional tasks may be added depending on the engagement of WFP in new initiatives or related workstreams through the contract period while equally some tasks may be deprioritised. Expected level of effort for each area of work and related deliverables will be agreed on prior to the commencement of each workstream depending on the nature of the work and level of engagement required.
Follow the Country Strategic Plan development process to ensure inclusion of environmental management system (EMS) components in new CSPs. Follow the development of the new WFP Strategic Plan (if not approved in 2025) to ensure inclusion of environmental sustainability as cross-cutting priority.

Develop thematic EMS-related guidance for key functional areas (e.g. within supply chain TEC).
Coordinate follow-up to the evaluation of WFPs Environmental Policy and subsequent management response in particular (i) update of the Environmental and Social Sustainability Framework (ESSF) and (ii) strengthening of sustainability monitoring.
Support the correct functioning of the WFP Decarbonization Fund and support fund raising.
Follow workstreams on scope 3 emissions including at interagency level and the wider humanitarian/development community.

Research and prepare documentation for executive management for high level UN and humanitarian events e.g. UN Environment Assembly UN Environment Management Group annual meeting.
Follow UN and humanitarian environment-related coordination networks/events (e.g. Environment Management Group Environment and Humanitarian Action Network Humanitarian Network and Partnerships Week Climate Action Accelerator) to ensure management are informed and WFP maintains an active role in related workstreams.
Coordinate the implementation and monitoring of WFPs Environmental Plan of Action (EPACT) 2020-2030 and related UN Sustainability Strategy Phase I and II requirements.
Develop donor relations guidance material on the inclusion of environmental considerations into funding proposals e.g. DG-ECHO minimum environmental requirements German Federal Foreign Office initiative on greening humanitarian assistance and others as required.
Ensure outreach to donors on environmental sustainability incorporates latest organizational developments and priorities and including relevant updates to PPG Climate Resilience pipeline.

An additional 20 days is set aside for undefined tasks to be assigned by other HQ units in relation to the Environmental Policy or ESSF review/implementation and in mutual agreement with the supervisor requestor and consultant.
DELIVERABLES
Guidance for country strategic plans is up to date
Environmental sustainability is positioned in the new WFP Strategic Plan
EMS thematic guidance prepared as required/requested
Update of ESSF finalized (in coordination with relevant stakeholders)
Sustainability monitoring strengthened (in coordination with relevant stakeholders)
Functioning of the WFP Decarbonization Fund is followed
Environmental Plan of Action coordination mechanism maintained and regular meetings held
Input to Scope-3 emission reporting methodology provided
Relevant meetings of UN/humanitarian environment networks are attended; meeting notes are prepared including suggestions for WFP engagement in relevant workstreams; background notes and talking points prepared as required for senior management attendance
Participated in meetings of UN-EMG working groups on UN Sustainability Strategy
Donor relations guidance materials developed as necessary
Donor outreach on sustainability maintained.

QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
Masters degree (or equivalent) in: Environmental Studies Engineering Environmental Management Natural Resources Management Development Studies or other related field.
Specialized education (PhD or equivalent experience) in: environmental
policy making sustainability studies is a strong asset
Experience:
At least twelve (12) years of postgraduate (post-Masters) experience in public sector management research or development cooperation related to environmental and social sustainability planning programming or policy-making.
Experience in the design and/or application of environmental and social sustainability safeguards and related tools within the UN and/or humanitarian context would be beneficial
Knowledge & Skills:
In-depth understanding of environmental sustainability and risk and its links and application within the humanitarian sector;
Excellent ability to coordinate across multiple units and organizations;
General knowledge of UN system networks policies rules regulations and procedures;
Knowledge of WFP institutional structure and processes
Languages:
Excellent written and spoken English with the ability to write publishable reports
Written and oral proficiency in English is essential.
Intermediate knowledge (intermediate/level B) of another UN official language (Arabic Chinese French Russian and Spanish) desirable
