The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives creating safer communities and fostering equitable systems. The main purpose of this position is to perform a crucial and fundamental function for the Department in ensuring that DJS committed programs and detention facilities STATEWIDE provide residential and non-residential services to youth are efficient and effective in implementing required standards statutes regulations policies and administrative directives and best practices pertaining to the care and safety of youth. The Facility Audit Team monitors the quality and sufficiency of services that are provided to DJS youth.
Facility audits are conducted in a manner that reinforces the mission of the Department and provide the facility staff with technical assistance as requested. The Facility Audit Team shall audit and report findings to the Director of Quality Assurance for submission to the facilities and Executive Team.
Some key responsibilities of this position may include but not be limited to the following:
The Quality Assurance Specialist will provide technical assistance to either committed or detention facility staff or the 32 Maryland field offices. The role includes assessing a programs quality and performance of services through observation case and documentation review youth and staff interviews surveys data collection and analysis.
Coordinate on-site implementation of quality assurance audits by subject matter experts and peer representatives focusing on compliance with policy regulatory statutory and professional standards of care for youth.
The Quality Assurance Specialist will assess policy statutory and regulatory compliance facility and field operations staffing qualifications levels and schedules fulfillment of intended service obligations and goals operations safety program implementation and personnel qualifications for selected positions.
This position is eligible to work a hybrid telework schedule.
MINIMUM QUALIFICATIONS
Education: A Bachelors degree from an accredited college or university.
Experience: Three years of experience providing case management or resource specialist services to youth in a community or residential setting.
Notes:
1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.
2. Candidates may substitute possession of a Masters degree in the social or behavioral sciences from an accredited college or university for one year of the required experience.
3. Candidates may substitute four years of experience providing case management or resource specialist services to youth in a community or residential setting for four years of college.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Correctional Institution Administration classifications or Correctional Institution Administration specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Thepreferred candidate for this position may possess any of the followingqualifications:- Candidates who have at least two years of work experience researching compiling and analyzing data are highly desirable.
- This position requires travel between various sites. Candidates must have access to reliable transportation and maintain a valid drivers license.
- At least one year of work experience of compliance monitoring and reporting in the areas of Program Management Case Management and/or Detention or Committed Facility Mgmt. or Residential setting.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operators license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Candidates must bewilling to travel in all areas within the state of Maryland to perform job duties. The travel may includeovernight stay.
