BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This position will support the Facilities Management and Infrastructure Branch which is based at WFP HQ in
Rome Italy. The Consultant Electrical Engineer will be mainly required to work on the projects that are related
to upgrade/rehabilitation and maintenance of the electrical and mechanical systems of the facilities in the field
and will work closely with WFP Facilities Management and Infrastructure Branch in HQ. The candidate will
assist the team in any technical financial and administrative aspects of the assigned projects fields of work or
emergency addition to compliance with the educational and professional background in
electrical engineering the candidate will also have a working knowledge of mechanical systems.
The role may involve travel to difficult duty stations to undertake assessments of works or proposed works or
in the support of country offices and engineering teams.
ACCOUNTABILITIES/RESPONSIBILITIES:
The Electrical Engineer shall report to Team Lead Engineering Maintenance (or delegate). The duties shall
include but are not limited to the following:
1. Contribute to the implementation of WFP Policies standards and practices ensuring compliance with
wider WFP procedures guidelines directives and operations applying and implementing WFP
Construction Manual and Management Services Manuals procedures and processes.
2. Provide engineering and project management services apply best practices standards and innovative
technologies that comply with WFP standards and processes.
3. Contribute to the analysis of project proposals to enable effective decision making on project technical
feasibility.
4. Prepare evidenced-based recommendations for the management on measures to improve the safety
and efficiency of the infrastructure.
5. Undertake studies and/or designs of project elements for electrical and renewable energy sources
such as but not limited to photovoltaic and wind including microgrid systems;
6. Develop or update project budgets or preliminary and detailed costs estimations to implement these
systems (feasibility studies could be required);
7. Undertake on-site and remote energy surveys and condition assessments of various facilities within
the organization gathering and filing data providing support to the respondents including advice on
water and energy meters to be used. Provide expertise in analyzing meters data.

Conduct assessments of the electrical and mechanical systems in WFP premises prepare scope-ofwork
documents and draft contract documents for the implementation of any needed
rehabilitation/upgrade works.
9. Carry out and oversee electrical and mechanical works in field locations including renovation of
electrical distribution systems installation/commissioning of power generators alternative and
renewable sources devices and systems air conditioning and plumbing systems fire detection and
fighting systems etc.
10. Undertake market research feasibility studies preliminary or detailed designs (preparing writing and
assembling drawings schematics masterplans design calculations and reports technical
specifications) and works supervision. This will require detailed knowledge of the international
standards and codes and liaison with stakeholders both internal and external to the organization.
11. Develop project reports cost analysis budgets or preliminary and detailed costs estimations to
implement projects in the field of electrical mechanical energy or special systems.
12. Attend meetings and prepare and review reports minutes and correspondence.
13. Review and evaluation of planned and in progress projects reporting to management on status.
14. Establish and maintain project performance monitoring evaluation and reporting procedures up to
project completion.
15. Participate in design reviews meetings or workshops (reading interpreting and critique/comment on
technical drawings proposals specifications schematics etc.) and give advice and recommendation.
16. Establish maintenance and facility management procedures on the specific subject of electrical and
mechanical systems.
17. Operate computer-assisted engineering and design software and equipment to develop designs of
power supply and distribution systems.
18. Undertake extensive missions in the field to complete project-specific assigned tasks or undertake
surveys and detailed analyses.
19. Train users on the proper use of the WFP power supply systems facility management procedures and
best practices safety procedures etc.
20. Undertake and complete other related tasks as assigned by the Facility Management Engineer (or
delegate) from time to time.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree (Bachelors or higher) in Electrical Engineering.
Experience:
At least 5 years relevant international electrical assessment design and
implementation experience at increasing levels of responsibility.
Good knowledge of civil mechanical systems
At least three years of progressive experience in facilities management in
either public or private sector organizations.
Experience in combined infrastructure projects inspections and contract
management and proven knowledge of QA/QC procedures
measurements and costing is an assets.
Must be willing and able to effectively and independently operate in a
diverse range of challenging environments/regions where WFP projects
are located.
Experience in the UN system is a strong asset.

Knowledge
& Skills:
Good written and verbal communication skills.
Good knowledge and hands-on experience in energy topics (water
electricity renewable sources green technologies energy efficiency
waste etc.)
Good knowledge and hands-on experience in facilities management the
establishment of maintenance plans and QA/QC. Knowledge of a
CAFM/CMMS tool is an asset.
Proven ability to manage complex engineering activities and programs in
an international environment.
Demonstrated considerable knowledge in planning and organizing;
managing work programs objectives and budgets and liaison with
stakeholders/donors.
Operate computer-assisted engineering and design software and
equipment to develop designs of power supply and distribution systems.
Languages:
Fluency (level C) in the English language.
Ability to work and communicate effectively in Spanish French or Arabic is
highly desirable with particular emphasis on technical vocabulary.
