OVERALL PURPOSE OF THE JOB

  • To provide strategic and operational support for the Aviation Medicine Department aligned to legislative requirements.
  • Oversees the planning and conducting of safety oversight and surveillance on all medical certification processes public health events in civil aviation air ambulances and Cabin Crew First Aid Training procedures as well as evaluating and assessing medical conditions of flight safety significance.

Oversight of the Medical CertificationProcesses and Procedures

  • Identify and initiate regulatory review in line with ICAO and International Best Practice through workshops and submit to CARCOM for approval and promulgation
  • Exercise the powers delegated in terms of the legislation to authorise or decline the issue of medical certificates.
  • Ensure that accredited medical conclusions are reached
  • Manages the Aeromedical committee procedures and processes and compliance to the Terms of Reference
  • Manage the allocation/rotation of complicated medical cases presented to the Aeromedical Committee by the Medical Assessors
  • Ensures that the agenda and drafting of minutes are of high-quality standards and signed in line with procedure
  • Supervise the medical appeals processes to ensure that they are implemented in line with regulations and that appropriate research is conducted by the specialist before advising the Director
  • Ensure routine collection and analysis of medical findings during medical assessments to identify areas of increased medical risk
  • Continuously re-evaluate the medical assessment process to concentrate on identified areas of increased medical risk
  • Routinely collect and analyse in-flight incapacitation and on active-duty data
  • Conduct research to analyse trends and implement aviation safety intervention strategies
  • Assist the Personnel Licensing division to evaluate foreign medical records forvalidation of foreign licenses.
  • Management of the enforcement processes related to non-compliant applicantsand DAMEs
  • Participate in the training of Aerospace Medicine
  • Initiate enforcement of non-compliant DAMES

Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA)

  • Identify gaps in legislation related to ICAO Annex and other International Health Regulations (2005)
  • Consult review and submit findings on gap assessment to CARCOM for approval and promulgation.
  • Develop a Master Surveillance Plan for Airlines Charter Operators and Airports and conduct inspections
  • Evaluate procedures for airlines charters and airport operators to ensure compliance with the spread of communicable disease by air travel.
  • Develop guidance material and conduct table-top/live exercises to ensure adequate response and improvement of preparedness plans.
  • Participate in training and consultation forums with industry
  • Participate at the National Department of Health and Facilitation Committee of the NDOT
  • Initiate enforcement of non-compliant airports airline and other operators involved

Manage Air Ambulance Operations &First Aid CabinCrew Training

  • Identify gaps in legislation conduct research and review according to best practice
  • Evaluate and facilitate the approval of MOP
  • Conduct inspections of air ambulance operations and Cabin Crew First Aid ATOs in accordance with the Master Surveillance Plan
  • Participation in the revision of Part 64 First Aid training content applicable to cabin crew
  • Continuously provide training through consultation with the aviation industry
  • Initiate enforcement of non-compliant air ambulance operators that are non-compliant and first aid (ATO)Cabin Crew Instructors and Examiners
Requirements

Minimum Qualification

  • MBChB; with Postgraduate in Aviation Medicine Diploma /Public Health/Occupational Health/Pilot /other post graduate qualifications

Ideal Qualification

  • Experience in Medical Regulatory Environment

Experience

  • 5 years Medical Officer with Aviation Experience Regulatory/Research /Assessor in Civilian /Military /Academic or other
  • 5 years Managerial /Occupational /Other experience
