Position Summary:
  • The Business Financial Analyst will support the Client. The role focuses on advanced qualitative and quantitative analysis of maintenance programs operations and financial accounts for Coast Guard cutters integrating program effectiveness and budget oversight to support mission readiness.
  • The analyst will work heavily with client enterprise IT systems to track maintenance projects and financials and to produce detailed metrics and reports for management and stakeholders.

Key Responsibilities:
  • Program Operations & Performance Analysis
  • Use advanced qualitative and quantitative methods to analyze the effectiveness and efficiency of clients operations programs and financial processes.
  • Conduct formal and informal reviews to assess project and program accomplishments milestone achievement and financial compliance.
  • Analyze how current and future budgets affect vessel availability maintenance schedules and mission planning including impacts of budget reductions.
  • Data Extraction Enterprise Systems & Reporting
  • Extract and analyze data from enterprise systems including:
  • Fleet Logistics System (FLS)
  • Naval & Electronics Supply Support System (NESSS)
  • Financial System Modernization Solution (FSMS)
  • IBM COGNOS
  • Contract Workbook Database (CWD)
  • Use these systems to identify:
  • Areas for improvement and risk
  • Overdue/deferred projects and required maintenance
  • Milestone status and financial accuracy
  • Generate and maintain project and maintenance data in enterprise IT systems to collect analyze and report on Hull Machinery and Electrical (HM&E) maintenance repairs and costs.
  • Develop and deliver monthly quarterly and annual metrics and analytical reports including lessons learned and trend analyses for management and stakeholder review.
  • Develop reports for programmatic and financial data calls (e.g. quarterly deferred maintenance maintenance costs per operating hour planned/unplanned requirements lists).
  • Project Tracking & Maintenance Planning
  • Monitor and track projects maintaining accurate project records within enterprise systems.
  • Maintain and update the 5-year planned maintenance availability schedule.
  • Process schedule change requests and integrate inputs from Product Line Managers (PDM) Engineering and operational commanders.
  • Budgeting Financial Management & Reconciliation
  • Analyze contracts procurements and projects to identify optimal funding levels and provide input into Clients Affordable Readiness Budget.
  • Ensure Clients financial accounts are accurately reflected in enterprise financial systems maintaining accountability across single and multi-year funding.
  • Prepare reconcile and analyze weekly monthly quarterly and annual financial reports ensuring fiscal accounts are balanced and discrepancies are fully researched and resolved.
  • Maintain spreadsheets comparing FLS & FSMS ledgers including research on open commitments and recommendations for corrective actions.
  • Research and analyze open commitments TNYOPs and open obligations (OOVA) providing validation corrective actions and outreach to relevant stakeholders.
  • Support reconciliation of prior-year Operating Expenses (OE) and Procurement Construction & Improvements (PC&I) accounts including support to the clients finance team and quarterly pipeline certification.
  • Generate and analyze reports from FLS COGNOS and other systems to ensure annual funding needs are accurately captured and recorded in the Affordable Readiness Budget.
  • Support fiscal year close-out activities such as document research commitment validation and responding to ad hoc and planned programmatic/financial queries.
  • Stakeholder Support & Strategic Input
  • Provide input to strategic planning efforts including:
  • Participation in Acquisition Team meetings
  • Analysis of contract growth and unplanned maintenance costs
  • Identification of trends for specific equipment or platforms
  • Present findings trends and recommendations to management and stakeholders clearly and professionally.


Requirements

Required Qualifications & Experience:
  • Bachelors degree strongly desired in a related field such as Finance Accounting Business Economics Data Analytics Industrial Engineering or similar.
  • Minimum 7 years of relevant experience in operational financial and data analysis aligned with the types of tasks described above (program/operations analysis maintenance/asset-related financials budget tracking and reconciliation etc.).
  • Minimum 7 years of experience in analytics and problem-solving with a proven ability to synthesize complex data and develop practical actionable recommendations.
  • Demonstrated experience supporting business/financial processes using enterprise IT systems.
  • Comfort working with or quickly learning the client enterprise systems including FLS FSMS CWD NESSS IBM COGNOS
  • At least 7 years of experience using Microsoft Office tools for analysis and reporting
  • Strong quantitative and qualitative analytical skills with demonstrated ability to manage and interpret large datasets financials and performance metrics.
  • Excellent written and verbal communication skills including the ability to prepare clear structured reports and present findings to management.
