Assistant Manager Procurement Operations
This role is responsible for ensuring that the procurement activities are conducted efficiently cost-effectively and in accordance with the Universitys policies and procedures. He/She is expected to lead and perform purchases for the partnering schools and manage multiple categories of spending. Develop and execute the procurement strategies policies and processes. Manage the relations with users and vendors to build positive relationships and ensure customer satisfaction. Oversight of procurement functions to ensure quality and accurate delivery of services within the agreed Key Performance Indicators and Service Level Agreements and in adherence to the University guidelines and policies.
Responsibilities:
Operations
Ensure continuous effort to improve operations decrease turnaround times streamline work processes and work cooperatively and jointly to provide quality seamless customer service.
Develop review and improve administrative and purchasing procedures to maintain the economy and efficiency of operation.
Manage and lead the RFI/ RFQ/ RFP processesincluding development and spearhead of roadmap to meet NTU deliverables.
Develop and maintain effective working relationships with Schools Departments and suppliers to ensure service delivery requirements are met.
Identify and deliver procurement contracts that provide savings and process efficiencies for the University.
Execute savings plan and achieve savings target.
Interpret contract provisions and review contracts for accuracy and changes prior to bid and renewal Provide expert commercial advice on developing procurement contracts contract management and contract dispute resolution.
Ensure that contracts are awarded in compliance with the Universitys policy so that contracts are awarded in a binding and legal manner.
Carry out any other duties that may be assigned which fall within the broad spirit scope and purpose of this job description.
Qualifications/Skills:
Minimum Diploma / Degree equivalent qualification; or equivalent professional procurement experience with 4 - 6 years relevant work experience.
Proficient in using Microsoft Office Suite of products to perform analytical tasks and quantitative modelling to present and support recommendations.
Preferred knowledge of procurement system e.g. SAP and Ariba.
Demonstrate project and time management skills and ability to deliver exceptional customer service.
Organized meticulous with excellent interpersonal and communication skills.
Ability to work well with multiple competing priorities manage projects and meet deadlines.
A good team player and able to work independently with minimum supervision.
Proactive in pursuit of learning and is willing to put in the time and effort required to gain new skills and knowledge.
