Application Designer

Project Overview

The Client is seeking a Senior Software Designer/Engineer (Application Designer) to support the Health Benefit Exchange (HBE) which provides comprehensive health coverage to over 7 million New Yorkers.
This role involves designing and developing enterprise-level solutions within a multi-tier Java/Spring-based architecture to meet complex business requirements. The position demands both technical depth and effective collaboration with stakeholders across business and IT teams.

Key Responsibilities

• Collaborate with business and technical teams to design scalable maintainable and extensible software solutions.
• Participate in early requirement discussions to assess and recommend design modifications for Change Requests (CRs).
• Conduct in-depth technical analysis of user and business needs to guide system design.
• Partner with Business Analysts to communicate system behaviors dependencies and design impacts.
• Work closely with development SMEs to validate designs and support the entire software development lifecycle.
• Create technical specifications documentation flowcharts and diagrams for complex Java/J2EE Spring applications.
• Provide expert consultation on application design architecture and technology best practices.
• Define and document external interface specifications and design changes.
• Collaborate with internal stakeholders and business partners to manage expectations around scope functionality and deliverables.
• Build strong working relationships across project teams to ensure high-quality delivery and stakeholder satisfaction.

Required Qualifications

Education:

• Bachelors degree in Computer Science Management Information Systems or a related field
• Equivalent combination of education and experience will be considered

Experience:

• Minimum 9 years in software development with strong Java J2EE and Spring Boot experience
• At least 8 years in large-scale enterprise application development
• 5 years of experience with J2EE technologies (JMS JSP Servlets EJB) and front-end technologies (HTML JavaScript XML XSD XSLT XPath)
• 5 years designing Microservices and SOA-based solutions using RESTful or traditional web services (JSON SOAP XML)

Technical & Soft Skills

Technical Skills:

• Strong understanding of database design schema development and optimization
• Hands-on experience with JAXB JAXP and integration with enterprise platforms
• Proficiency in Java Spring Boot J2EE and related frameworks
• Familiarity with multi-tier architecture SOA and microservices
• Knowledge of front-end technologies such as HTML JavaScript XML

• Excellent verbal and written communication skills
• Effective at multitasking prioritization and delivering within deadlines
