Position Overview

The Department of Commerce and Economic Opportunity (DCEO) is seeking motivated and goal driven individual to administer major components of the Climate and Equitable Jobs Act and other relevant programs supervise grant management staff; analyze status of the programs coordinate with other division and agency staff with projects that cross multiple divisions. The ideal candidate will be able to develop program requirements author funding applications oversee the development of grants provide technical assistance and evaluate program outcomes. The ideal candidate will also be able to work with the agency leadership to identify and operationalize best practices in serving populations experiencing barriers using public and private funding at the federal state and local levels. Essential Functions

  • Serves as the program manager for state and or federally funded energy and utility related programs.
  • Develops and implements strategies that support administration and coordination of Office programs including those authorized by the Climate and Equitable Jobs Act.
  • Conducts research oversees the development and maintenance of grants including drafting scopes of work procedure manuals technical assistance materials preparing budgets and reviewing grant activity and expenditures.
  • Serves as working supervisor.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers two (2) years of professional experience developing and implementing program policies procedures or funding application materials to support state or federally funded workforce human services or clean energy transition programs.
  • Prefers (2) years of professional experience conducting compliance reviews quality control analyses or performance monitoring of grant-funded programs to ensure adherence to partnership agreements program guidelines and funding requirements.
  • Prefers (2) two years experience working in a professional position that serves a diverse customer base. Examples may include (but are not limited to) community outreach business development or sales.
  • Prefers at least two (2) years of supervisory experience.
  • Prefers at least two (2) years of professional experience in the clean energy industry with knowledge of industry trends such as power plant closures workforce transition planning and community impact.

Conditions of Employment

  • Requires ability to pass a name-based background check.
  • Requires appropriate valid drivers license.
  • Requires ability to travel in the performance of duties with overnight stays as appropriate.
  • Requires ability to work at various times outside of normal office hours to meet deadlines.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
