An ideal candidate should possess the following competencies:
Three years of experience in procurement contracts or grants management financial management accounting or auditing; OR
Six years of full-time work experience in any field; OR
A bachelors degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
Serves as DOCs liaison with DOA Office of State Procurement (OSP) DOA Office of Financial Support Services (OFSS) ORM Office of Facility Planning & Control (OFPC) Office of Motor Vehicles (OMV) Louisiana Property Assistance Agency (LPAA) DPS&C General Counsel and Attorney Generals Office in regards to vehicle property and used equipment purchases to ensure compliance with procurement rules and regulations.
Recommends and assists with the development and implementation of Department wide training in all phases of the property fleet and used equipment purchases and program management as well as planning organizing and conducting workshops and seminars to keep agency personnel informed of current purchasing procedures rules and regulations.
Innovative Program & Process Development: Contribute ideas and take initiative in creating and implementing new programs tools and processes that improve the efficiency accuracy and cost-effectiveness of the fleet and property control program. This includes analyzing current workflows identifying opportunities for automation or streamlining and helping design solutions that save time reduce errors and maximize taxpayer value
Continuously works with facilities to achieve compliance with contract deliverables and provides remote and on-site technical assistance as needed
Ensures complete and timely completion and reporting of contract deliverables.
Supplies reports needed for response to legislative auditors requests.
This position directly supports the Property Control and Fleet Management Program at all DPS&C Units.
