Position Summary

Responsible for the management of the Licensing & Parking Services Branch including operational and program planning stakeholder relationship management financial management and people leadership. Ensuring the Citys on-street and off-street parking operations and various licensing programs are maintained managed enforced and postured for future development. As a member of the Departments management team leads and/or participates in Department or City-wide projects and special initiatives.

Key Duties & Responsibilities

  • Contributes to the development of the Departmental long-term planning and broader annual plan.
  • Leads the development and implementation of the annual Licensing & Parking Services branch operational plan in the context of both the City and Department plans.
  • Ensures development of policies systems and procedures across all areas of mandate
  • Leads the development of the branch budget.
  • Ensures that there is timely and accurate forecasting and ongoing analysis of the Branch budget and expenditures and where necessary ensues proactive mitigation strategies are developed and implemented.
  • Provides advice guidance and information on area of subject matter expertise to senior City leaders.
  • Meets with community representatives partners and other stakeholders (i.e. taxis brokers and license holders Regina Humane Society Regina Police Service SGI) to plan licensing program and services and resolve service issues.
  • Leads the development of an annual Branch-wide workforce plan with a focus on identification of the necessary human resources both in terms of capacity and competency.
  • Provides direct leadership mentoring training and coaching of the Branch supervisors coordinators and other staff.
  • Ensures that licensing and parking services policies procedures and practices are developed maintained and adhered to.
  • Monitors and reports on performance targets.
  • Reviews plans measures progress and evaluates plans on a continuous basis and assigns/reallocates resources based on priorities.

Key Qualifications

  • Knowledge of core management practices including program/service delivery models policy development planning budgeting performance measurement and management and human resources.
  • Knowledge of specific issues trends and challenges within the context of the broader Department and understanding of broader City operations.
  • Communication skills are used to lead and/or facilitate groups of stakeholders both within the City and with partners citizens and other levels of government to present complex and challenging content / issues.
  • Communication skills are required to resolve conflict often involving escalated licensing and parking issues and recommendations and to build common ground and consensus.
  • Problems issues and challenges are typically complex and operational in nature and require a proactive approach to anticipate.
  • Problems and challenges are generally across multiple functions / branches and require consideration of scenario planning to assess cause and effect within licensing and parking.
  • Reporting to the Director Community Services the Manager is accountable for the day-to-day operations of the Branch including planning program/service operations and financial decisions.
  • The impact of actions and decisions at the managerial level are across a major program or service which has a direct impact on the general public and reputation of the City of Regina as well as internal and external relationships.
  • Regular impact on the general public by ensuring that employees are dealing with the parking administration and enforcement in an appropriate and legal manner.
  • The leadership role includes day to day oversight and guidance of supervisory staff as well as technical and professional roles.
  • The Manager is responsible for Branch specific workforce planning.
  • Leadership accountabilities includes performance management.

Working/Other Conditions

  • The majority of the work is undertaken in City facilities.
  • There are no unusual physical visual auditory or concentration demands associated with this role.
