King William County is seeking a strategic people-focused and forward-thinking Human Resources Director to lead our HR function and shape the future of our organization. As a key member of the leadership team you will play a pivotal role in driving our culture talent strategy and organizational effectiveness.
The ideal candidate is an experienced HR leader who excels at aligning people initiatives with business goals fostering an inclusive and high-performing workplace and guiding teams through growth and transformation. This position is responsible for the overall leadership and management of Human Resources to include recruiting and selection classification and compensation performance management employee relations organizational development risk management and workers compensation. Reports to the County Administrator.
Provide leadership and strategic direction for developing administering and communicating human resources programs policies and procedures to meet overall county needs and objectives; to meet legal requirements to promote cost effectiveness to be responsive to both management and employees and to attract retain and develop a highly qualified motivated and effective workforce.
Establishes implements and evaluates internal systems to effectively meet operating goals and objectives; develops and evaluates policies and procedures to effectively carryout departmental operations; promotes staff collaboration innovation and critical thinking in developing solutions and approaches to departmental issues.
Oversees and assists with the daily administration of Virginia Retirement System (VRS) and benefit programs which include but are not limited to medical dental and vision group insurances life insurance employee leaves and disability insurance; risk management and workers compensation and may also include employee recognition closely with Finance on all aspects of the automated payroll system to ensure accuracy accountability and appropriateness of all transactions.
Responsible for effective employee relations staff development; oversees and performs employee evaluations; and oversees human resources policies and procedures. Responsible for overall management of the department; including budget research development preparation and budget monitoring to ensure cost effectiveness.
Stays abreast of legal developments at the state and federal levels as well as court decisions and HR trends that will impact department operations; collaborates with the County Attorney County Administrator and other departments to develop and apply policy.
Responsible for ensuring federal and state reporting compliance including but not limited to a variety of federal labor and equal employment statistical data and program accountabilities Virginia Employment Commission data and related compliance reporting in coordination with County department programs or funding requirements.
Performs other duties as assigned.
Required Knowledge:
Human Resources General knowledge of the functional areas of human resources and extensive knowledge of modern adult learning principles theories and practices. General knowledge of organizational development principles and practices. Knowledge of learning management systems.
Management of Human Resources Knowledge of leadership techniques principles and procedures to assign schedule supervise train and evaluate the work of assigned staff. Knowledge of office systems practices and administration.
Customer Service Thorough knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction.
Technology Thorough knowledge of current trends and practices related to the use of technology in Human Resources.
Workers Compensation Thorough knowledge of Workers Compensation laws. Knowledge of administrative regulations medical and legal terminology related to workers compensation matters.
Occupational Health Knowledge of OSHA regulations general and specialized practices and processes for contemporary Occupational Health administration including EEO regulations and the determination of accommodations for disabilities. Knowledge of federal HIPAA regulations and the federal Freedom of Information Act (FOIA).

Excellent skills to effectively negotiate contracts development agreements agreements of sale and related agreements.
Required Abilities:

Establishes priorities for the completion of work in accordance with sound time-management methodology. Avoids duplication of effort. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Attends meetings planning sessions and discussions on time. Implements work activity in accordance with priorities and estimated schedules.
Communication Excellent ability to effectively communicate complex ideas and proposals to include preparation of reports agendas and policies. Excellent ability to listen and understand information and ideas presented verbally or in writing. Ability to handle a variety of human resources issues with tact and diplomacy and in a confidential manner.
Accounting/Budgeting - Ability to perform arithmetic algebraic and statistical applications. Ability to employ economic and accounting principles and practices in the analysis and reporting of financial data. Ability to analyze and evaluate complex financial data internal controls and operational systems and procedures.
Requires a Bachelors Degree in Business Administration Public Administration Human Resources or a related field and five (5) years of progressively responsible experience in Human Resources or a related field with 5-7 years of supervisory experience or an equivalent combination of education and experience. Local government experience is preferred.
An acceptable general background check to include a local and state criminal history check pre-employment drug testing and a valid drivers license with an acceptable driving record.
EMPLOYEE UTILIZATION IN ADVERSE WEATHER AND EMERGENCY CONDITIONS
All King William County employees are subject to being assigned to specific positions and tasks during a Declared Emergency as support personnel by the County Administrator. Once assigned this would be the same as a regular work assignment and all policies and procedures for duty assignments apply.
