- Main Function
The main responsibility of the Monitoring and Evaluation Specialist is to monitor the progress of the project Towards Joint Integrated Ecosystem-based Management of the Pacific Central American Coastal Large Marine Ecosystem (PACA). This person must ensure the generation of the outputs and outcomes specified in the Project Document (PRODOC) according to the required quality standards and within time and costs restrictions.
- Key responsibilities:
- Guarantee the application of the Global Environmental Facility (GEF) monitoring and evaluation policy and United Nations Development Program (UNDP) monitoring and evaluation policies.
- Compile and systematize the information of the project indicators.
- Monitor and document the development of the activities of the various components of the project. Ensuring that all actions are thoroughly monitored and assessed.
- Verify that the activities are being implemented according to the annual work plan and budget.
- Ensure the implementation of the monitoring and evaluation plans.
- Ensure the monitoring of indicators related to gender and the involvement of key stakeholders and beneficiaries and that these subjects be analysed and included in the Project Implementation Report (PIR) the Monitoring Report (MTR) and the terminal evaluation.
- Organize and support the projects mid-term review and terminal evaluation. Ensure that these evaluations are executed according to the corresponding UNDP guidelines (UNDP 2012 UNDP 2014).
- Ensure that GEF core indicators are monitored.
- Support the Knowledge Management Specialist to systematically document the project experience and lessons and to prepare project experience notes results notes and learning systematization documents.
- Guide the project team in the execution of actions to document monitor and evaluate the project.
- Encourage that the target groups and key stakeholders of the project including the GEF operational focal point in each country get involved as much as possible in the projects monitoring and evaluation actions.
- Prepare quarterly reports and annual project implementation reports with recommendations to optimize the project execution.
- Keep an adequate and fluent communication and collaboration with project key stakeholders partners members of the project team and WWF Mesoamerica.
- Monitor the implementation of the gender action plan and the stakeholder engagement plan.
- Contribute to the preparation of the annual work plan with the corresponding budget for project monitoring and evaluation tasks.
- Support the systematic documentation of project experiences and the preparation of the project experience notes results notes and learning systematization documents.
- Monitor the project risks including social and environmental risks - initially identified and help identify new risks to be submitted by the Project Manager to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log.
- Other functions and activities as required.
Qualifications :
- Minimum Qualifications
- Citizen of Guatemala or from another country with residence in Guatemala.
Education and Experience
- University degree
- Must have at least 5 years of working experience in project monitoring and evaluation of initiatives related to marine resources management.
- Preferably with previous experience in a GEF project monitoring. Must be sensitive about social inclusion social participation and the incorporation of the gender perspective.
- Skills and Abilities
- Written and oral fluency in Spanish and English
- Ability to establish a robust monitoring system to assess program execution fidelity and effectiveness and use this data for adaptive project management.
- Knowledge and understanding of the development and monitoring of output outcome and impact indicators.
- Experience developing tools policies protocols and materials as well as training and supporting staff in the effective use of these resources.
- Experience reviewing and providing feedback on the data collection and management policies and practices of data collection firms.
- Discipline to implement established procedures and policies.
- Demonstrated experience engaging in and/or directly overseeing teams engaged in data collection.
- Availability to travel to and within all PACA project countries (Costa Rica Ecuador El Salvador Guatemala Honduras Mexico and Panama) as well as other countries if necessary.
- Excellent use of Microsoft Office.
- Committed to building and strengthening a culture of inclusion within and across teams.
