As a Benefit Specialist 2 within the Tax and Wage (T&W) unit you will provide support across all T&W units assigned wherever the workload requires as needed to support Tax and Wage efforts to provide timely service to customers. You will provide journey level unemployment insurance (UI) tax services to the Washington State business community reporting agents legal representatives out-of-state businesses other state and federal agencies the Tax and Audit Regions Account Management Center and Claim Centers. Performing administration and/or providing direct services for a variety of UI Tax programs within the various units. This work contributes to and supports the agency mission by ensuring that every Washington employer pays their fair share of UI tax and UI benefit claims are paid timely and correctly. These positions are full-time/permanent and are primarily telework but may need to participate in office for meetings or special events.

NOTE: This opportunityis available only to current Employment Security Department employees.

Duties

You will provide support by completing necessary tasks associated with all Tax & Wage Administration units which includes the AMC Benefit Disputes Rates Registration SWAB Tax Accounting. You will communicate with internal and external customers such as ESD and other governmental/non- governmental entities claimants employers and employer representatives. Assisting claimants Claim Centers agency units and other states in resolving problems relating to CWC (Combined Wage Claims) UCFE (Unemployment Compensation Federal Civilian Employment) and UCX (Unemployment Compensation Ex-military) claims.


Some of what youll be doing:
  • Reviews claims filed online by claimants that disagree with the hours and wages reported in their base year.

  • Process tax and wage adjustments to correct reporting errors impacting claims and supports claim determination.

  • Obtains and reviews necessary data such as employer premium/wage reports and payroll documents provided by the claimant.

  • Initiates web notices or phone calls and answers web notices concerning unique problems relating to eligibility.

  • Investigates reviews audits and validates information derived from various sources for impacts to the benefit charging and experience rating programs. After investigation performs necessary adjustments to benefit charges.

  • Performs in-depth research and compiles data to provide a clear concise reply to employers or their representatives inquiries and protests.

  • Generate correspondence to employers explaining the results of their requests.

  • Process complex UI claims and add-claims re-open claims and supply input for monetary re- determinations for complex UI claims using both benefits and various external ICON Applications.

  • Answer complex questions from employers claimants and others advising those affected based on UI laws policies and procedures.

Qualifications

Required:

Option 1: Five (5) years of equivalent education/experience.

Option 2: One (1) year as an ES Benefits Specialist 1.

Option 3: One (1) year of experience equivalent to the ES Benefits Specialist 1 with another state that provides professional unemployment insurance tax services.

Option 4: An associates degree in health or social science public administration or accounting and three (3) years of professional unemployment insurance tax experience.

Option 5: A bachelors degree in a health or social science public administration or accounting and one (1) year of professional unemployment insurance tax experience.

The required experience includes:

  • Professional unemployment insurance tax experience.

  • Knowledge of financial and accounting principles and practices; the analysis and reporting of financial data including GAAP and GAAS (Generally Accepted Accounting Principles and Generally Accepted Auditing Standards).

  • Knowledge of tax accounting systems and payroll accounting.

  • Proficient in navigating local state and federal codes relevant to tax operations ensure decisions and actions align with legal and ethical standards stay current with changes in legislation and regulations and ensuring compliance.

  • Ability to identify errors in calculations missing data or duplicate entries investigate anomalies.

  • Skilled in handle sensitive data with discretion follow data protection protocols and access controls.

  • Skilled in resolving issues and communicating outcomes OFM 12-002 (3/20/25).

  • Ability to plan and organize assignments to create timely accurate work products. Work efficiently remain focused and handle interruptions effectively.

  • Ability to independently use logic and reasoning to assess data form logical conclusions evaluate options and make decisions.

  • Ability to build and maintain customer satisfaction with products and services.

  • Ability to use researching and skip tracing skills.

Preferred:

  • A bachelors degree in accounting or a closely related field.

  • Three or more years experience in the field of accounting or auditing.

  • Two or more years experience with Microsoft products/suite (e.g. Word Excel Teams Outlook).

Additional Requirement of Employment:
  • Must be able to pass Unemployment Insurance (UI) & Paid Family and Medical Leave (PFML) claim and fraud check.
