Job Summary

REPORTS TO

Public Health Emergency Response Coordinator/MRC Unit Leader.

PRIMARY FUNCTIONS

This is a pivotal role within the City of New Haven Health Department responsible for supporting public health emergency preparedness and volunteer management. The Public Health Emergency Preparedness Assistant will work closely with the Public Health Emergency Response Coordinator serving as a liaison with federal state and local Medical Reserve Corps (MRC) partners as well as community stakeholders.

The role is critical in promoting recruiting training and retaining MRC volunteers as well as coordinating activities that ensure the City of New Haven is prepared for both routine operations and public health emergencies.

INTERNAL ONLY - Open only to current City of New Haven employees meeting minimum requirements.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Conducts community outreach by attending planning and leading events to promote and recruit MRC volunteers. Duties include tasks such as event setup oversight and breakdown (e.g. tents tables informational materials).
  • Attends monthly quarterly or other scheduled MRC meetings to share updates and coordinate program activities.
  • Prepares maintains and organizes documentation for MRC activations meetings and trainings.
  • Analyzes and manages volunteer records within the Volunteer Information Management System (VIMS) assisting with required reports and data quality.
  • Assists in developing organizing and conducting MRC volunteer meetings and trainings on a wide range of emergency preparedness topics.
  • Supports the Emergency Preparedness Section with related assignments contributing to the departments overall readiness for emergencies.
  • Supports the Emergency Preparedness Section in documenting program activities assisting in the preparation of grant reports and ensuring compliance with federal and state funding requirements.
  • Performs other related work as required.

EDUCATION QUALIFICATIONS & EXPERIENCE

Graduation from a two-year college or university with major course work in emergency management public or business administration or a related field; 3 to 5 years experience in emergency management public administration health administration volunteer management. This role offers a unique opportunity for professional growth and development. English / Spanish bilingual lieu of college degree an additional 2 years of related work may be substituted.

KNOWLEDGE EXPERIENCE SKILLS & ABILITIES

  • Considerable knowledge of federal and state funding structures as they relate to municipal government.
  • Understanding of local state and federal public health systems including emergency operations frameworks such as the National Incident Management System (NIMS) and Incident Command System (ICS).
  • Ability to maintain confidentiality and discretion.
  • Ability to establish and maintain effective relationships with government officials businesses community partners and the general public.
  • Ability to express oneself effectively and persuasively both verbally and in writing. Must have excellent public speaking and presentation skills.
  • Previous experience as a volunteer or working with a volunteer organization preferred.
  • Ability to collect analyze and interpret volunteer and program data to inform decision-making and program improvement.
  • Proficiency with applications such as Word Excel and PowerPoint for creating documents spreadsheets and correspondence; Canva CT Responds experience helpful.
  • Competency in using email clients (e.g. Outlook Gmail) and calendar applications for scheduling and managing correspondence.
  • Project management skills including but not limited to meeting deadlines managing to budget and problem-solving under pressure.
  • Ability to quickly learn and adapt to new technologies applications and virtual platforms for communication training and program management.
  • Ability to remain calm focused and effective in high-pressure or rapidly changing emergency response situations.
  • Excellent organizational skills with the ability to manage multiple tasks prioritize effectively and maintain attention to detail in a fast-paced environment.
  • Demonstrated ability to work effectively and sensitively in a diverse community recognizing and respecting cultural differences and fostering an inclusive environment.

NECESSARY SPECIAL REQUIREMENTS

  • Must maintain current Connecticut drivers license.
  • May be required to work unconventional hours in the event of a health emergency.

SALARY BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a Special Fund Non-Tested position. Continued employment contingent upon future funding.

This position is included in a collective bargaining agreement withLocal 884 American Federation of State County and Municipal Employees.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.
