Under the direction of the Chief Family Advancement Officer the Manager of Operations and Program Sustainability provides strategic leadership and operational oversight across the Office of Family and Community Advancement (OFCA). The Manager ensures cohesive planning implementation and evaluation across Family Engagement Practices Data & Marketing Expanded Learning Opportunities and Welcome Services as well as other sustainable systems of support.
This role is responsible for all 21st Century Community Learning Centers (21CCLC) grant fiscal and compliance oversight including financial management reporting monitoring and accountability to ensure full adherence to federal and state requirements.
The Manager advances operational excellence fiscal stewardship and cross-departmental collaboration to improve outcomes for students and families. All efforts are grounded in district priorities and aligned to equitable measurable and sustainable student impact.
Responsibilities:
Strategic Operations & Partnerships
- Drive execution of high-priority initiatives by designing and managing comprehensive project plans that align with strategic vision.
- Coordinate cross-functional efforts across departments to ensure accountability alignment and timely delivery of outcomes. Anticipate barriers to progress and proactively resolve them through data-informed decision-making and effective stakeholder communication.
- Serve as a bridge between senior leadership ensuring that project goals remain cohesive measurable and responsive to evolving district priorities.
- Serve as a collaborative partner in shaping strategy and aligning the Office of Family Advancements work with districtwide goals.
- Advance the departments collective vision through actionable strategies aligned priorities and effective cross-departmental execution.
- Lead the design of systems structures and processes that increase coherence accountability and long-term sustainability across OFA.
- Act as a senior representative of OFA in districtwide initiatives citywide collaborations and philanthropic partnerships.
- Foster and promote leadership readiness staff development and organizational capacity within OFA to ensure long-term effectiveness.
Operational Excellence Budget & Resource Stewardship
- Provide comprehensive fiscal leadership through the planning implementation and management of budgets across all departments in the CFAO portfolio ensuring compliance accuracy and effective oversight of requisitions purchase orders and expenditures.
- Oversee the management of all grants and philanthropic funding streams within the portfolio of work including 21st CCLC and other state/federal grants GEM$ systems and donor-funded programs ensuring strategic alignment compliance and high-quality reporting.
- Monitor program expenditures and facilitate budget transfers to school budgets as needed.
- Oversee contracts procurements and purchasing for OFA programs ensuring timely processing and compliance.
- Provide budget analysis and make recommendations to maximize resources in service of student and family outcomes.
- Manage payroll staffing allocations and ensure alignment between resource deployment and programmatic goals.
21st Century Grant Financial Oversight & Compliance
- Oversee all fiscal management responsibilities for the 21st Century Community Learning Centers (21CCLC) grant ensuring alignment with federal and state requirements.
- Develop manage and monitor 21CCLC grant budgets including budget creation revisions reallocations and year-end closeout.
- Prepare submit and track all required financial reports reimbursement requests and grant documentation in GEM$ and other state and district systems.
- Ensure timely and accurate submission of 21CCLC financial deliverables including quarterly reviews and annual reports budget narratives and fiscal sustainability plans.
- Conduct ongoing grant expenditure review and reconciliation to ensure allowable use of funds proper cost allocation and compliance with federal Uniform Guidance.
- Maintain audit-ready records and documentation for all 21CCLC grant activities and collaborate with internal and external auditors as needed.
- Monitor grant spending to ensure funds are used efficiently and fully within grant timelines; implement corrective action when needed to avoid underspend or non-compliance.
- Coordinate financial planning with school leaders and program partners to ensure grant funds are aligned to program goals and student outcomes.
- Liaise with state 21CCLC program officers and district finance teams to ensure compliance timely communication and strong accountability practices.
Project Planning & Implementation
- Develop and monitor project plans timelines and deliverables for expanded learning initiatives and family engagement programs.
- Coordinate with stakeholders to define goals objectives and measurable outcomes for initiatives supported by public and private funding streams.
- Ensure alignment between program implementation and district strategic priorities.

- Oversee data collection maintenance and reporting related to family participation program outcomes and fiscal accountability.
- Use data analysis (including GEM$ reporting and other internal systems) to identify areas for program improvement and inform decision-making.
- Prepare reports and presentations for internal and external stakeholders including funders and philanthropic partners.
Stakeholder Engagement & Councils
- Represent OFA at district events open houses and community forums to strengthen relationships with families and community partners.
- Lead and support parent advisory councils and committees (PACs) to elevate family voice in district planning policy and decision-making.
- Cultivate partnerships with community-based organizations philanthropic partners and city agencies to expand access to resources and enrichment opportunities for students and families.
- Collaborate with district departments to coordinate initiatives and align engagement strategies that advance equitable outcomes for students and families.
- Utilize data and feedback from families councils and community partners to measure engagement impact identify trends and inform continuous improvement of districtwide family engagement strategies.
Communications & Representation
- Collaborate with district leadership funders and community networks to advance OFAs priorities and elevate the role of family and community engagement across all departments.
- Work closely with the Communications team and OFCA Data Analyst to design and implement clear equity-centered messaging outreach strategies and public-facing materials that highlight OFAs impact.
- Support strategic storytelling and reporting by sharing data outcomes and success stories that demonstrate how OFA initiatives drive student family and community impact.
Qualifications:
- Bachelors Degree in Education Business Finance or related field.
- 5 years of leadership experience in program operations grant and budget management or nonprofit/education management.
- Demonstrated expertise in budget planning requisitions payroll processes and use of GEM$ or equivalent district financial systems.
- Strong understanding of 21st Century grants DESE requirements and donor-funded program compliance.
- Strong organizational and project management skills.
- Excellent communication public speaking and interpersonal skills.
- Experience engaging families students and diverse community stakeholders.
- Commitment to equity family engagement and the mission of Boston Public Schools.
- Authorization to work in the United States.
Preferred
- Masters Degree in Education Public Administration or related field.
- 3 years of direct experience with Expanded Learning programs or OST program management.
- Experience in grant writing and fundraising.
- Bilingual or multilingual abilities.
- Familiarity with Boston Public Schools and Boston community-based organizations.
