New York City Emergency Management (NYCEM) helps New Yorkers before during and after emergencies through preparedness education and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise including individuals assigned from other City agencies.
The mission of the Planning and Resiliency (P&R) division is to prepare the City to respond and adapt to emergencies through collaborative scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. To execute this mission the P&R division includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical Human Services and Critical Infrastructure; Resiliency and Recovery with an assistant commissioner leading the Resiliency Implementation and Resiliency and Recovery Planning units; and the Planning unit.
The Resiliency Implementation unit coordinates with City partners to increase the resiliency of City neighborhoods facilities and infrastructure through targeted development funding coordination and operations of projects that reduce risk and mitigate damage of natural hazards to NYC.
With latitude for independent initiative and judgment NYC Emergency Management seeks a candidate responsible for supporting and coordinating mitigation projects. This position will report to the Director of Mitigation. This includes leading agency engagement and scoping projects for the Citys applications for hazard mitigation funds such as Hazard Mitigation Grant Program (HMGP) and Building Resilient Infrastructure and Community (BRIC) grants; supporting implementation of the Citys hazard mitigation grant awards and coordinating with implementing agencies on meeting federal grant and other requirements throughout the project lifecycle.
The Resiliency Grants Program Manager will work collaboratively to:
-Develop resources for NYCEM staff and City agency partners on applying for resiliency grant funding and implementing grant-funded projects
-Ensure resiliency projects are implemented in compliance with FEMA hazard mitigation funding or other resiliency funding
-Work in close coordination with OMB to maximize funding opportunities and confirm funds are being spent in an eligible feasible and compliant fashion based on agency and project oversight
-Work in close collaboration with Mayors Office of Climate & Environmental Justice (MOCEJ) in identifying where state federal and other resiliency grant funding may support City resiliency needs
-Solve problems and find effective resolutions to advance projects through the stages of scoping submission and implementation
-Lead agency engagement and the technical assistance process with City agencies for applicable resiliency grants including but not limited to FEMA Hazard Mitigation Assistance grants
-Work with agencies to provide guidance assistance project management support and cross-agency engagement to ensure the success of innovative complex projects tied to unique rules
-Coordinate with the Resiliency & Recovery Planning Unit to connect resiliency planning and analysis to scoping and implementation
-Lead data tracking metrics and analysis for resiliency grants
-Coordination with State FEMA project teams and consultant teams
-Monitor federal state and local legislation and policy that may affect resiliency funding opportunities and develop program recommendations based on policy changes
-Provide guidance to Resiliency Grants Specialists on applying for funding implementing projects and developing technical assistance tools
-May supervise one or more Resiliency Grants Specialists
-Perform other duties as assigned by Recovery & Resiliency leadership
**PLEASE NOTE THE FOLLOWING:
The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights weekends holidays and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time with six weeks off in between.
Funding This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8/31/2027 with the possibility of an extension.
Candidates must be authorized to work in the United States without employer support to be eligible for selection. Note that NYCEM does not participate in eVerify which is required for the reauthorization of some visas.
The selected candidate will be required to be in person in the office location three days per week with exceptions for extenuating circumstances.

Qualifications :
1. A four-year high school diploma or its educational equivalent approved by a states department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management fire police or military service public safety public health public administration urban planning engineering or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in 1 above; or
3. A masters degree from an accredited college in emergency management public administration urban planning engineering economics political science the physical sciences or related field and one year of satisfactory full-time professional experience in the areas listed 1 above at least two years of which must have been in one of those areas or another specialized area to which the appointment is to be made.
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must have a four-year high school diploma or its educational equivalent.
