Job Highlights


As an Industrial Relations Agent 4 in our Prevailing Wage program youll be fulfilling the working component of the agencys mission by providing education outreach consultation and enforcing compliance.

In this role youll oversee resolution of complaints filed under the prevailing wage laws on public works projects by managing workflow and supervising a statewide team of Industrial Relations Agents responsible for the investigation and enforcement of the standards outlined in RCW 39.04 RCW 39.12 and WAC 296-127. Youll also provide outreach and elevate awareness and understanding of Washingtons prevailing wage requirements and processes.

Duties

Some of what youll do:

  • Assists the prevailing wage program manager/Industrial Statistician by assigning and prioritizing work
  • Actively recruits to fill open vacancies when they become available. Interviews and recommends prospective staff to hire.
  • Develops training plans and ensure staff receive the required training needed to perform their jobs.
  • Provides technical expertise and direction to Industrial Relations Agents statewide regarding difficult or complex cases. These cases include those involving multi-employer worksites multiple statute violations legal or politically sensitive or very large financial implications and may include complex misclassification of prevailing wage rates
  • Assists Industrial Relations Agents 2s and 3s in negotiations where a significant wage liability exists or which may involve legal issues.
  • Provides final review for judicial scrutiny for high profile or high impact cases.
  • Represents L&I in administrative hearings relevant to review and recommendation on cases. May be delegated settlement authority regarding cases by the Prevailing Wage Program Manager.
  • Assists the program manager in the development and maintenance of standard work processes form letters operations manual content training and process improvements
  • Researches issues prepares responses and develops guidelines for the Prevailing Wage Program.
  • Directs or participates in the development of policies and procedures and creation and/or revision of training and promotional materials
  • Participates in the development and on-going review of Interpretive Guidelines to promote the consistent education and enforcement of policy guidelines statewide
  • Identifies any additional need for greater statewide consistency in handling prevailing wage complaints or the interpretation of law or rule.

Qualifications

Required:


A combined total of at least six years of experience as an Industrial Relations Agent 2 and/or Industrial Relations Agent 3.


OR


AMasters degree with emphasis in employment law ANDtwo years similar relevant experience in any of the following:

  • labor/employment relations and regulations
  • collections of revenue/taxes from employers/businesses
  • investigation of complaints of misconduct
  • audit of employer financial records
  • interpretations and explanation of rules and regulations regarding employment law
  • prevailing wages wage and hour and child labor laws or related experience.

OR


A Bachelors degree involving major study in employment law business administration accounting public administration police science economics criminal justice sociology psychology law or closely related field.

AND

four yearsexperience in any of the following:

  • labor/employment relations and regulations
  • collections of revenue/taxes from employers/businesses
  • investigation of complaints of misconduct
  • audit of employer financial records
  • interpretations and explanation of rules and regulations regarding employment law
  • prevailing wages wage and hour and child labor laws or related experience.


OR


AnAssociates degree involving major study in employment law business administration accounting public administration police science economics criminal justice sociology psychology law or closely related field

AND

six years of experience in any of the following:

  • labor/employment relations and regulations
  • collections of revenue/taxes from employers/businesses
  • investigation of complaints of misconduct
  • audit of employer financial records
  • interpretations and explanation of rules and regulations regarding employment law
  • prevailing wages wage and hour and child labor laws or related experience.


Additional qualifying experience will substitute for education at the rate of one year of experience for one year of education. (Total requirement of 8 years experience to be used in any combination or education and/or experience.)


In addition our top candidate will:

  • Possess a thorough working knowledge of Washington State Administrative Code as it applies to Prevailing Wage (WAC 296-127)
  • Have experience as a supervisor coaching training mentoring and providing technical advice to others.
  • Effectively enforce governmental laws rules and regulations and initiate enforcement actions in such a way that the public perceives as fair objective and reasonable
  • Manage and lead others independently solve problems facilitate group meetings effectively communicate both verbally and in writing analyze data to produce meaningful information negotiate and mediate disputes.


Desired:


  • Understanding of investigation methodology including investigative techniques witness interviewing rules of evidence.
  • Able to prepare written documents and organize facts in a meaningful way.
  • Experience researching and gathering information from multiple sources and pulling them together to form a clear and coherent picture of the facts present in a case.
  • Ability to effectively enforce governmental laws rules and regulations and initiate enforcement actions in such a way that the public perceives as fair objective and reasonable
  • Ability to establish and maintain productive working relationships.
  • Effective workload management. Able to effectively organize multiple assignments sometimes of a complex nature or involving competing priorities to produce work products that are accurate thorough and on time.
  • Experience working with applications such as Outlook Excel Word Power Point and other internal applications utilized by state agencies.
  • Working knowledge of LEAN principles with proven ability to apply them to daily work
  • Ability to mediate disputes and influence others in order to gain voluntary compliance
  • Strong communication skills (both written and oral) with proven ability to effectively engage in high stakes conversations exercise tact and diplomacy to achieve desired outcomes.

For this position telework is permitted full time. The assigned duty station for this position is Tumwater Washington.
