HTii (Holmes-Tucker International Inc.) is seeking an experienced Technical Analyst to provide support several programs at VX-1 at our Lexington Park corporate headquarters adjacent to Naval Air Station Patuxent River.
This position will require frequent customer interface and close coordination with USN and contractor personnel at all levels of management. Exceptional communication (written and verbal) abilities are required. The successful candidate will assist the Operational Test Director (OTD) and Operations Analyst in developing test plans collecting and analyzing data and producing interim and formal test reports. He/she will be responsible for operation of HTiis TIMS to include software configuration troubleshooting and reporting training of flight and ground test personnel in its use and monitoring data integrity and completeness. Our programming staff develops and configures this system while the on-site analyst will use the TIMS database (Microsoft Access) to retrieve and analyze information and to assist in the review coordination and publication of interim and final test findings for the OTD. The analyst will be required to use the TIMS to support trend impact and historical analysis required by system analysts and the test director. He/she will use other computer applications such as Microsoft Office Project and SharePoint to facilitate document production coordination recording and disposition of changes. The analyst will support other VX-1 personnel in use of the TIMS as required.
Duties
System Administration. The subcontractor shall administer the database systems as follows:
- Configure and operate the database at VX-1.
- Provide on-site administrative support to test operations.
- Collect feedback for database system and process improvement.
- Provide database anomaly analysis and support to ensure availability on a continuous basis.
- Provide database expertise for compiling and extracting data from the database.
Test Operations Support
- Attend program review meetings with OTD/TO during the timeframe in various locations and provide technical reports.
- Assist OTD/TO as required in briefing test/exercise participants emphasizing the objectives of the event and specific data-gathering requirements for each participant.
- Observe test/exercise events as appropriate with OTD/TO collect test data and provide technical reports.
- Attend program review meetings with OTD(s) in various locations and provide asset availability and configuration reports.
- Track aircraft asset utilization for the applicable aircraft and devise optimized planning tools.
Test Analysis and Reporting
- Provide technical comment on changes made to the draft test plan /exercise plan during staffing.
- Perform data reduction and analysis of data to ensure data validity prior to a more detailed data processing.
- Correlate data using appropriate statistical techniques to analyze operational suitability tests.
- Assist in the development of draft Blue and Gold Sheets and Test Reports in the appropriate COMOPTEVFOR and/or AIRTEVRON ONE format.
Test Planning:
- Experience developing test plans in support of Operational Assessments Initial Operational Test and Evaluation and Follow-on Operational Test and Evaluations.
Qualifications
- 6-8 years of experience affiliated with a US military flight program or similar experience
- Excellent computer skills and a familiarity with Microsoft Office applications
- U.S. citizenship
- Minimum of a secret clearance
Desired Experience
- A background in USN aviation experience in operational testing or hands on experience with Microsoft Access and Visual Basic for Applications are highly desired.

Database Experience
- Conduct background research and provide analytical support and recommendations for the development of data collection plans for testing the operational suitability.
- Experience working with NALCOMIS Microsoft Access and Microsoft Excel.
- Fully evaluate and recommend a course of action for all proposed system enhancements including an assessment of the potential impact on current and planned support operations.
- Extract data outside of the database (i.e. NALCOMIS via a data extraction tool) for inclusion in the database generated reports as required.
- Extract data from on-board (i.e. aircraft mission planning/recording) sources (via a data extraction tool) which will be included in/with the database generated reports as required.
Education
- A minimum education of a Bachelors Degree
