Position Description:
The Special Tax Services Deputy Specialist I assists in the daily operations of the Special Tax Services group. Responsibilities include responding to Tax Office emails and voicemails researching Over-65 tax accounts and reconciling tax records such as tax ceiling certificates and ownership percentages. The position also involves assisting taxpayers with general tax inquiries by phone performing data entry of tax records and taxpayer information providing bidder registration support preparing tax lien transfers and performing other departmental duties as assigned.

About the Tax Assessor-Collector:
The Harris County Tax Assessor-Collectors Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government handling various financial and administrative tasks including:
  • Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
  • Motor Vehicle Services: Manage commercial and residential vehicle registration issue license plates and handle vehicle title transfers including the collection of associated fees.
  • Voter Registration:Oversee voter registration within the county issue voter registration certificates and maintain an accurate voter registration roll.
  • Additional Revenue Collection:Collecting certain fees fines and revenues related to permits or state mandates depending on the countys needs.

Duties & Responsibilities:

  • Review research and correct Over 65 accounts after each appraisal district roll load.
  • Provide telephone relief on overflow days for voters and property tax.
  • Provide registration support for the monthly tax sale.
  • Rreceive review and reconcile tax records for tax ceiling certificates and ownership percentages.
  • Assist taxpayers with tax ceiling questions; review and respond to Tax Office emails and voicemails.
  • Set up quarterly payment plans and resolve penalty and interest issues on these accounts.
  • Establish various types of payment plans including quarterly extended and regular plans.
  • Data entry for 5555 mortgage removals
  • Create files with supporting documents to complete the Transfer of Tax Liens.
  • Other duties as assigned

Requirements

Education & Experience:
  • High school diploma or equivalent from an accredited U.S. institution.
  • Two (2) years of experience in tax accounting customer service or a related administrative field
  • Exceptional attendance and punctuality.
Knowledge Skills & Abilities:
  • Knowledge of property tax laws payment plans and Over-65 exemption procedures
  • Ability to interpret and apply policies procedures and regulations.
  • Proficient in Microsoft Office applications (Word Excel Outlook) and other standard office software.
  • Excellent reading comprehension and verbal/written communication skills.
  • Always maintains a professional attitude and appearance.
  • Ability to maintain professionalism and confidentiality when handling sensitive taxpayer information.
  • Ability to work overtime without prior notification.
  • Strong attention to detail and accuracy in data entry and recordkeeping.
  • Ability to learn and retain large amounts of information.
  • Ability to manage multiple assignments and prioritize time.
  • Ability to take directive and work under supervision.
  • Demonstrated ability to work effectively both independently and as part of a team.

Position Type and Typical Hours of Work:

  • Regular Full-time
  • Monday - Friday 7:45 am - 4:45 pm
    • Subject to overtime and weekends

Working Conditions Mental & Physical Demands:
  • Work is performed primarily in an office setting subject to frequent interruptions with extensive work at a computer workstation.
  • Sedentary role with light physical effort required however it may at times involve long periods of standing walking bending reaching stretching climbing lifting up to 30 lbs. or similar activities (e.g. filing delivering sorting).
  • A frequent volume of work and deadlines impose strain on a routine basis.
  • The position may occasionally require extended hours during peak tax periods or special projects.
  • Regular application of basic skills (calculator keyboard hand tools eye/hand coordination).
  • This role is a standard office role that requires remaining stationary for long periods of time. At timesboxes or equipment must be transported weighing up to 30 lbs.
