The New York City Department of Correction (DOC) is an integral part of the Citys evolving criminal justice system participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees visitors volunteers and people in our custody. Importantly safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 9500 diverse professionals and knowledgeable experts.
The New York City Department of Correction is currently seeking a dynamic and experienced Human Resources professional to serve as the Assistant Commissioner for Human Resources. Under executive direction of the Associate Commissioner for Human Resources and with the broadest possible latitude to exercise independent judgment the Assistant Commissioner is responsible for providing support and oversight to senior staff of HR operations. The incumbent will provide direction and guidance to a team of HR Directors and associated staff in several critical areas: Timekeeping Payroll Management and Employee Services; ensure the efficient daily operations of these human resource functions; oversee aspects of performance management; analyze existing policies and processes to determine and make recommendations as necessary to improve existing practices; collaborate with senior management and external partners to ensure HR initiatives support the DOCs strategies and goals; advises and makes recommendations to the Deputy Commissioner of HR on all related matters; ensure the resolution of issues efficiently and effectively in accordance with applicable laws established rules and regulations; develop and foster a culture of learning and internal growth; identify and implement industry best practices keeping abreast of trends to propel and identify areas for improvement and streamline HR processes; ensure all personnel functions are in full compliance with applicable Federal State and City laws rules directives policies protocols and standards; provide direction to the team on the coordination of activities across all HR units to ensure consistent and high quality service delivery; participate in HR special projects; and perform related duties as assigned.
Preferred Skills
-Extensive experience and knowledge of HR processes and policies. Those of NYC government preferred including State Civil Service Laws;
-Proven ability to manage competing priorities and execute same;
-Experience with using and making data-driven decisions at the senior-level;
-Ability to communicate highly complex information clearly and succinctly both orally and in writing;
-Ability to lead and build consensus with multiple stakeholders;
-Strong analytical interpersonal problem-solving decision-making and organizational skills;
-Knowledge of NYCAPS PMS CHRMS PRISE etc. preferred;
-Ability to maintain a high level of confidentiality within the teams.

Qualifications :
1.A Masters Degree from an accredited college in Public Administration Personnel Administration Business Administration Human Services Criminal Justice Political Science Psychology or a related field plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
2.A bachelors degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
3.A four-year high school diploma or its educational equivalent and nine years of satisfactory full-time progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity.
