Job Summary

The government operations manager is responsible for developing managing and executing strategic communications in support of the global public policy teams lobbying activities (to include internal communications briefing decks read ahead documents white papers Congressional notifications etc.) supporting Oshkosh Employees Political Action Committee activities (to include board activities contribution campaigns relationships with financial and legal advisors for PAC operations event planning engagement with fundraisers etc.) overseeing lobbying reporting requirements (to include required filings annual trainings etc.) creating records management policies and maintaining records management filings managing external partner relationships (to include lobbying firms third party organizations etc.) supporting Congressional visits at Oshkosh sites and/or at tradeshows providing office management support serving as global public policy point of contact during state-level Congressional engagements and completing other duty areas as assigned by the head of global public policy.

The manager will report to the head of global public policy must be willing to travel up to 25% of their time live within a drivable distance to an Oshkosh Corporation business for onsite office location have a strong communications foundation and impeccable communications skills knowledge of the federal government customer and a keen desire to learn about Oshkoshs people businesses products and global footprint.

*This position can be located within a commutable distance to any of our Oshkosh Corporation locations.

YOUR IMPACT

  • Strategic communications
    • Prepare and deliver presentations white papers Congressional notifications and any other relevant written materials in support of global public policy goals
    • Serve as connection to Oshkosh businesses marketing and communications leaders
    • Engage with stakeholders through all communication channels and find new avenues to tell Oshkoshs story amongst policymakers
  • Research & analysis
    • To support lobbyists conduct comprehensive research on relevant policy focus areas providing regular reports updates and analysis for internal distribution and awareness at the direction of the global public policy team
    • Monitor economic political and industry trends that could influence policy focus areas
  • Federal advocacy & lobbying support
    • Support comprehensive lobbying strategies in conjunction with enterprise-wide global public policy strategy
    • Manage logistics for global public policy engagements (including scheduling transportation etc.)
    • Craft strategic communications in support of the organizations advocacy issues
    • Draft internal communications that highlight the relevant proposed legislation regulations policy developments and engagements that could impact the organizations interests
  • Stakeholder engagement
    • Foster and grow relationships with key fundraisers in support of political action committee strategy
    • Coordinate and participate in political action committee meetings to represent the organizations views and policy priorities crafting the necessary materials to support strategic engagements
    • Oversee political action committee board strategy deploy giving campaign and internal messaging and support political action committee-sponsored activities
    • Collaborate with industry coalitions trade associations and other stakeholders to align and amplify advocacy efforts
  • Internal coordination
    • Coordinate congressional visits to Oshkosh locations that align to policy focus areas
    • Support offsite engagements where global public policy presence is required or is assigned
    • Partner with relevant marketing and communications leads to ensure the look and feel of materials meet required brand standards
  • Compliance & reporting
    • Ensure compliance with federal lobbying regulations
    • Maintain records of lobbying activities including meetings communications and expenditures
    • Align with Oshkoshs Code of Ethics and Conduct core values and global public policy team guidelines

MINIMUM QUALIFICATIONS

  • Bachelors degree in Political Science Public Policy Communications Business English or a related field
  • Minimum of 7 years of experience in congressional affairs government relations business development federal lobbying or federal government with a focus on strategic communications organizational communications or brand messaging
  • Willing to travel up to 25% of the time and based within a drivable distance to an Oshkosh Corporation location for onsite support

Pay Range:

$102800.00 - $176800.00

The above pay range reflects the minimum and maximum target pay for the position across all U.S. locations. Within this range individual pay is determined by various factors including the scope and responsibilities of the role the candidates experience education and skills as well as the equity of pay among team members in similar positions.
