GENERAL DESCRIPTION:


The Wyoming Game and Fish Department is seeking a Purchasing Section Manager to join the accounting team in Cheyenne WY. The Purchasing Section Manager provides strategic leadership and operational oversight of all agency procurement contracting inventory and risk management activities. The position supervises a team of four staff and serves as the agencys subject matter expert in purchasing requirements bid processes contract development inventory control and vehicle management. This role directs the overall administration of the Departments $4 million vehicle and uniform procurement budgets to ensure effective planning resource allocation and alignment with operational needs and strategic priorities. Delegated authority from State Procurement Services empowers the position to act on behalf of the agency for all procurement transactions-writing contracts posting bids and awarding purchases regardless of dollar amount. This position examines and evaluates contracts for goods services construction and professional engagements ensuring compliance with state statutes policies and regulatory requirements. The position stays informed of all relevant procurement guidance interprets its implications and communicates updates to internal and external stakeholders. The position regularly consults with the Attorney Generals Office to ensure that all contracts comply with federal and state statutory requirements departmental policies and purchasing procedures. The position maintains the Vehicle Management System (VMS) overseeing over 2000 assets and manages the agencys fixed and internal capital asset systems. Responsibilities include overseeing uniform inventory supervising the disposal and redistribution of surplus property and coordinating with Risk Management on property and vehicle claims. The role requires an in-depth understanding and application of WOLFS and PPCAS financial systems to ensure accurate cost accounting contract execution and financial reporting across the agency. The position also provides expert consultation and training on procurement budgeting and asset management to agency personnel vendors and the public. Through process improvement system integration and cross-departmental collaboration the position ensures operational efficiency regulatory compliance and support of the Departments mission.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • The position is responsible for all agency purchasing and procurement functions. As the agencys recognized subject matter expert in procurement the position provides authoritative guidance on purchasing policies contract management budgeting and scheduling to both internal staff and external vendors.
  • The position is responsible for reviewing and approving all technical bidding documents and for awarding contracts in strict alignment with agency policies and applicable state and federal procurement regulations.
  • In addition to contract awards the position provides expert guidance to agency personnel during the preparation and development of bids requests for proposals (RFPs) requisitions and contract documents ensuring full compliance with State purchasing regulations and the Attorney Generals requirements. The position actively works with field staff to review correct and revise submissions expediting the procurement process while ensuring accuracy and compliance.
  • The position directly supervises a team of 4 employees. The position develops and implements timelines workflow processes and cross-training opportunities to ensure operational efficiency and continuity within the purchasing section and its collaboration with general accounting functions.
  • The position is accountable for the delivery of training on procurement laws policies and procedures to ensure consistency and compliance across all agency purchasing activities.
  • The position represents the agency in inter-agency coordination efforts and serves as the primary liaison with external oversight and regulatory bodies including the Office of Administration and Information Risk Management State Construction Department Enterprise Technology Services State Purchasing State Surplus WYDOT and the Attorney Generals Office.
  • The position regularly consults with the Attorney Generals Office to ensure that all contracts comply with federal and state statutory requirements departmental policies and purchasing procedures.
  • The position is responsible for the oversight reconciliation and ongoing maintenance of the agencys fixed asset and internal capital asset systems. This includes supervision of purchasing section staff who manage data entry reporting and compliance activities related to capital and non-capital asset tracking.
  • The position also oversees the disposal and sale of surplus agency property coordinating with State Surplus and managing internal redistribution or destruction for items not eligible for recent years this has included managing the sale or transfer of hundreds of vehicles and equipment assets valued in the millions.
  • The position plays an active role in the State of Wyomings financial audits and the comprehensive five-year federal Office of Inspector General (OIG) audits.
  • In the absence of the General Accounting Manager the position assumes shared supervisory responsibilities with other section leaders ensuring continuity of leadership and operational oversight.

Qualifications


PREFERENCES/**AGENCY REQUIREMENTS::


Preference will be given to those with a bachelors degree in accounting finance business or a closely related field plus three years of professional work experience in governmental purchasing.

**Must have a valid drivers license.


KNOWLEDGE:
  • Knowledge of relevant federal statutes regulations and policies; Wyoming statutes; Commission regulations policies and processes; legislative processes; WGFD strategic plan goals objectives procedures and overall operations.
  • Knowledge of principles practices and techniques of large-scale government purchasing including everything from commodity and service acquisition to large infrastructure projects such as office buildings habitat management projects and fish hatcheries.
  • Knowledge of the similarities and differences between state statutes purchasing rules and processes administered by the Department of Administration and Information and those administered by the State Construction Department.
  • Able to interpret product specifications evaluate products and assess technical information on a diverse range of products needed to implement the agencys mission.
  • Able to apply project management skills to procurement budget development and inventory tracking processes.
  • Knowledge of inventory management including the ordering storage tracking distribution and disposal of assets.
  • Able to research and resolve questions involving all aspects of the Departments procurement operations.
  • Knowledge of the operation utilization and interrelationships of the Wyoming Online Financial System (WOLFS) and WGFD custom financial systems.
  • Skilled in using MS Office products Google Suite and custom database systems.
  • Knowledge of the Game and Fish budget process and procedures.
  • Knowledge of statutes regulations policies and procedures involved with the State of Wyoming Self-Insurance Program.
  • Able to work with agency employees and the Risk Management section in the Department of Administration and Information to efficiently process claims against the State and recover resources in the event of a loss.
  • Knowledge of human resource management and state personnel rules related to employee supervision including but not limited to performance appraisal fair labor standards and disciplinary procedures.
  • Able to schedule personal workload and section workload to meet daily weekly monthly and annual requirements regarding contracts bids RFPs Risk Management uniforms vehicles and inventory.
  • Able to prioritize and lead a team to execute up to 1300 procurement actions annually ranging from $500 to $20 million with various complexities and requirements.
  • Skilled in interpersonal relations team building collaboration and conflict resolution.
  • Able to solve problems work independently prioritize multiple tasks and manage a high volume of work for themselves and their direct reports.
  • Able to convey complex information to a variety of audiences.
  • Skilled in oral and written communication for a technical and non-technical audience.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Finance)
Experience:
1-3 years of progressive work experience (typically in Purchasing or Inventory) with acquired knowledge at the level of a Purchasing Agent
