The Department of Emergency & Military Affairs (DEMA) led by The Adjutant General provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sectionsoperations preparedness and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally DEMA is the headquarters for the Arizona National Guard the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community state and federal missions.

Job Summary:

This position provides senior level leadership and oversees the daily operations of armed security officers providing security services to Arizona Army National Army (ARNG) facilities. Responsible for leading managing and site specific training for all SOIIs (Shift Supervisors) and SOIs (Security Officers) at their assigned installation and assists in the planning coordination and organization of programs within the Security Forces Department. Ensures all CBT is completed by direct and indirect report employees. Actively participates in promoting a continuous improvement workplace culture through the use of teamwork root cause problem solving standard operating procedures and review of performance metrics.

Job Duties:

Responsibilities include:
Oversee security guard services at assigned facility. Responsible for leading managing and site-specific training for all SOIIs (Shift Supervisors) and SOIs (Security Officers) at their assigned installation. Directs Shift Supervisors and subordinate personnel towards the accomplishment of their duties monitors corrective actions advises the Senior Security Chief of actions taken or required.
Develops reviews and updates security plans procedures and processes ensuring inclusion of tenant unit security requirements. Assists in the planning coordination and organization of programs in coordination with the Senior Security Chief/PMO/WAATS Garrison Command.
Coordinates with the Security Training Officer to ensure all employees successfully completes initial and in-service Security Training Programs. Oversees the FTP at their assigned location. Spot checks employees to ensure the performance of duties is in compliance with training and policy.
Oversees the interactions with tenant units to support requested security requirements for additional activities. Directs security guard services for Flight line operations at AASF #2 WAATS and Peace Vanguard. Interact with foreign nationals in support of Peace Vanguard.
Perform duties of Security Officer I and SOII when needed including controlling entry and egress of personnel and vehicles via entry control point of designated restricted area. Responding to IDS failures shipping/ receiving of assets. Coordinating security checks and gate access. Reviewing and maintaining logs of access into restricted areas IAW Army regulations.
Review written reports of subordinate personnel for completeness and accuracy taking follow up actions as required. Prepare performance appraisals. Completes and/or reviews human resource forms for submission to HR including but not limited to; Recruitment requests personnel action and progressive discipline

Knowledge Skills & Abilities (KSAs):

Knowledge of:
General Access Control Point operating procedures patrol operations and emergency response.
Applying search & seizure arrest use of force procedures.
Must possess a functional knowledge of personal computer operations in a network environment.
Electronic devices (i.e. radio and communications computers monitors recording and photography) and other security equipment.
Standardized federal laws regulations methods procedures operating techniques state and local laws to perform tasks including but not limited to pursuing and apprehending persons fleeing a crime scene; performing dispatcher duties involving passing of directions and information to officers on posting assignments; seeking detecting and protecting evidence and witnesses at the scene of an incident; and detaining witnesses and suspects.
Firearms and tactics utilized in emergency situations.
Understanding of Army Regulation (AR) Department of Emergency and Military Affairs (DEMA) Directives Standard Operating Procedures (SOP) policy letters and other written guidance.
Principles and practices of supervision and leading a team in law enforcement duties.
Electronic security system
Risk Management

Skilled in:
Maintaining interpersonal relationships through clear concise and effective communication to a wide range of individuals both internally and externally in writing verbally and telephonic.
Thorough understanding of the English language and the ability to communicate both orally and in writing.
Performance of all job duties and responsibilities in a safe and effective manner - mitigating risk to oneself and others.
Proficient application of law enforcement duties to include but not limited to report writing detainment appropriate use of force sound judgment and decisiveness.
Planning organizing analyzing decision making and problem solving.
Reading comprehending and developing complex written documents policies and interpreting how those policies should be implemented locally while providing guidance to subordinate personnel.
Supervisory skills in mentoring and coaching employees.
Knowledge and skills to apply conflict resolution

Ability to:
Apply various levels of force in compliance with policy regulations or procedure.
Demonstrate the ability to physically perform assigned duties.
Carry and operate a firearm and/or additional weapons (lethal and nonlethal) and demonstrate a high level of proficiency competence and safety.
Safely operate vehicles in mountainous terrain unimproved roads and in adverse weather conditions.
Render first aid and provide advanced knowledge of response to subordinate personnel.
Maintain confidence and composure in high stress situations.
Maintain good civil order of visitors employees service members and guard against trespassers and prevent damage to property.
Provide Security Enforcement at special events
Oversee a variety of administrative functions.
Apply verbally and in writing; laws regulations security methodology directives and operating techniques in the development and implementation of Standard Operating Procedures (SOPs).
Supervise motivate mentor and develop subordinate staff members.
Work variable shifts including evenings nights weekends and holidays.
Ability to conduct threat criticality and vulnerability assessments.

Selective Preference(s):

Desired qualifications include any combination of experience education and training that meets the knowledge skills and abilities as described. The preferred candidate for this position has experience working within the Military Police or former law enforcement and has certification in Physical Security Courses and Anti terrorism Courses. Previous supervisory experience.

This position requires possession of and ability to retain a current valid Arizona state-issued drivers license appropriate to the assignment. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R.12.)
Must be a US citizen.
Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC).
Must be able to qualify on all assigned and issued weapons to include lethal and less than lethal.
