The Opportunity

WSDOT is currently seeking a highly skilled Bituminous Materials Engineer to fill a vacancy in Tumwater WA. The Bituminous Materials Engineer leads the Bituminous Materials Section within WSDOTs Construction Division State Materials Laboratory supervising a team of 12 and overseeing the Bituminous Mixtures Liquid Asphalt and Nuclear Electronics Laboratories. This role manages laboratory equipment ensures accurate and timely testing of bituminous materials and provides technical guidance on Hot Mix Asphalt mix designs Performance Grade asphalt binders and emulsified asphalts. The Bituminous Materials Engineer serves as a subject matter expert supporting Regions Project Engineer Offices Headquarters and Local Agencies while maintaining compliance with WSDOT procedures and national standards such as American Association of State Highway and Transportation Officials (AASHTO) and American Society for Testing and Materials (ASTM). A strong candidate will demonstrate expertise in bituminous materials testing laboratory management technical problem-solving quality assurance and effective team leadership.


What to Expect

Among the varied range of responsibilities held within this role theBituminous Materials Engineer will:

  • Supervise the Bituminous Materials Section to ensure accurate timely testing of materials and provide accurate test reports of materials in support of the WSDOT construction program.
  • Maintain the Bituminous Mixtures and Liquid Asphalt laboratories AASHTO resource accreditations by ensuring all testers are qualified and equipment is calibrated and maintained.
  • Ensure that AASHTO resource materials proficiency samples are tested and reported out accurately.
  • Develop and implement yearly and biennial budgets for the Bituminous Materials Section; manage the Bituminous Materials Section fiscal year budget.
  • Communicate with laboratory supervisors on Direct Project Support (DPS) and Direct Project Charges (DPC) issues.
  • Report onsite at the State Materials Laboratory to assist staff provide technical guidance and ensure laboratory testing accuracy and quality.


Qualifications

To be considered for this opportunity the following are required:

  • Bituminous Materials Expertise: Comprehensive knowledge of the theory principles and practices of bituminous materials testing and construction practices including the ability to research evaluate and develop new material standards.
  • Leadership and Supervision: Proven ability to effectively supervise staff including coaching mentoring providing training administering corrective actions and performing ongoing performance evaluations.
  • Communication and Presentation: Excellent verbal and written communication skills with the ability to present technical information conduct training provide guidance and collaborate with diverse stakeholders.
  • Project Planning and Decision-Making: Skilled in scheduling planning and making informed decisions with the ability to implement changes and improvements in laboratory operations and materials testing procedures.
  • Technical Analysis and Research: Ability to perform research analyze materials data and develop and implement standards that improve construction materials performance and durability.
  • Engineering Document Interpretation: Proficiency in reading and interpreting contract plans special provisions standard specifications standard plans and other engineering documents understanding both short- and long-term implications of standards and procedural changes.
  • Growth Mindset:Actively demonstrates a commitment to learning and growth.
  • Service-Oriented:Takes action to meet the needs of others.


In addition to the above the following are also required:

  • Ability to maneuver and transport various materials and/or equipment weighing up to 50 pounds.

  • Ability to report to the Materials Laboratory regularly and consistently to oversee and troubleshoot testing and material issues.

  • Ability to obtain a valid drivers license and the ability to operate state-owned vehicles.


It is preferred that qualified candidates also have:
  • Laboratory and Equipment Management: Experience supervising a materials testing laboratory managing laboratory staff maintaining equipment and ensuring testing compliance and quality assurance.
  • Practical Bituminous Materials Experience: Hands-on experience in Bituminous Materials testing evaluation of construction materials and the application of research to real-world construction projects.
