Description
The Clearing is seeking a Human Capital Subject Matter Expert (SME) with deep experience in strategic workforce planning talent management and organizational effectiveness within the defense and/or intelligence community. This individual will serve as a trusted advisor to senior government clients helping them anticipate workforce needs align talent strategies with mission priorities and implement data-driven workforce planning solutions that enhance organizational performance. The ideal candidate brings a blend of strategic insight analytic rigor and operational know-how in managing complex human capital initiatives in highly secure environments.
This is a contract-specific part-time position based in Washington D.C. Qualified candidates must have an active (or have had one within the past two years) DoD Top Secret clearance and be willing to spend time on-site with the customer who is based in Arlington VA.
What Youll Do
- Analyze complex client problems and working with TC internal project teams recommend monitor and execute best practice solutions for clients; be accountable for customer satisfaction and success
- Lead the design and implementation of strategic workforce planning frameworks that align with mission budget and future capability needs
- Conduct workforce analysis and modeling including forecasting skill gaps workforce supply and demand and scenario-based planning
- Advise client on human capital strategy organizational design succession planning and talent pipeline development
- Develop and execute data-driven approaches to workforce decision-making leveraging tools such as Power BI Tableau or Python for analytics and visualization
- Support the development of policy and governance structures for enterprise workforce planning and management
- Collaborate with cross-functional teams (HR analytics operations and mission leadership) to ensure workforce strategies are integrated into overall mission delivery
- Facilitate change management and communication strategies to support workforce transformation initiatives
- Establish relationships with current and prospective customers and present human-centric solutions that are data-informed
- Prepare review and/or approve deliverables (graphic and text) proposals and/or presentations related to functional knowledge
- Provide domain-specific subject matter expertise and advice to The Clearing leadership and delivery staff.
- Contribute to business development activities including proposal writing and client presentations
- Identify project opportunities and execute them as appropriate; drive revenue growth
Requirements
- Active (or within two years) DoD Top Secret clearance
- Bachelors degree
- 15 years of experience in human capital strategy organizational development and workforce planning within the DoD.
- Demonstrated experience designing and executing strategic workforce planning initiatives at an enterprise level.
- Strong data analysis and visualization skills including experience translating insights into actionable recommendations and strategies.
- Proven success in advising and briefing senior government executives and facilitating stakeholder engagement.
- Exceptional written and verbal communication skills.
- Willingness and ability to travel to client sites in the surrounding DC and Baltimore metro areas; occasional travel outside of these regions could be expected (5%)
Preferred Qualifications
- Masters degree in Industrial/Organizational Psychology Human Capital Management Public Administration or a related field.
- Certification in workforce planning human capital strategy or project management (e.g. SWP SHRM-SCP PMP).
- Experience with federal HR systems policies and workforce analytics platforms.
- Familiarity with competency modeling career frameworks and skills-based workforce strategies.
- Consulting experience supporting federal clients particularly within national security or intelligence agencies.
Compensation
The projected hourly rate for this position is between $63.00 and $101.00. Actual compensation and starting salaries/hourly rates are determined based on various factors including the education experience knowledge skills certifications and clearance level of the candidate and internal equity. Once at The Clearing movement through pay bands is based on performance. Base compensation is just one component of The Clearings total compensation philosophy and approach. While performing duties of this job an employee may be required to perform any or all of the following: attend meetings in and out of the office travel (sometimes extensively); occasional evening and weekend work may be required as job duties demand; communicate effectively (both orally and in writing); ability to effectively use computers and other electronic and standard office equipment; and occasionally exerting up to 10 pounds to lift carry push pull or otherwise move objects including the human body. Work is primarily sedentary and involves sitting for several hours at a time. Occasionally walking climbing stairs and standing occur in this role. Additionally this job requires certain mental demands including the ability to use judgment withstand moderate amounts of stress and maintain attention to detail.
