Job Summary

Duties:

  • Conduct Artificial Intelligence (AI)/machine learning (ML) workforce planning and capacity modeling aligned to future-state organizational needs.
  • Design standardized job families and role levels for AI and data science roles.
  • Define core and technical competencies for each AI-related job classification.
  • Develop job descriptions and career pathways that enable internal growth.
  • Benchmark comparable roles across public sector healthcare government/tech sectors to inform compensation and titling.
  • Develop and deliver recommendations for sustainable talent architecture aligned to NYC HH strategy.
  • Recommend a scalable framework .
  • Collaborate with technical leadership including the Senior Director of AI & Engineering to ensure job designs and competencies align with operational and innovation goals.
  • Other duties as assigned.
  • Position Summary Leads workforce planning and job architecture design for AI and data science functions within NYC Health Hospitals.
  • Develops standardized job families competencies and career pathways to support a scalable future-ready AI/ML talent strategy aligned with organizational goals.
  • Conduct AI/ML workforce planning and capacity modeling.
  • Design job families role levels and competency frameworks.
  • Create job descriptions and career pathways to enable internal mobility.
  • Benchmark compensation and titles across healthcare government and tech sectors.
  • Deliver recommendations for sustainable scalable talent architecture
  • Partner with AI & Engineering leadership to align roles with innovation and operations
  • Perform additional related duties as assigned. Skills & Qualifications -Expertise in workforce planning job architecture and competency framework design
  • Strong understanding of AI/ML roles skills and team structures.
  • Experience with compensation benchmarking and public-sector frameworks.
  • Proven ability to synthesize data and stakeholder input into actionable frameworks.
  • Excellent project management communication and presentation skills.

Skills: .

  • 4 years in workforce strategy HR consulting or organizational design
  • 2 years supporting AI data science or technical teams preferred
  • Demonstrated expertise in workforce planning job architecture and competency framework design preferably within large matrixed public sector organizations.
  • Strong working knowledge of AI/ML roles skills and team structures with the ability to translate technical functions into HR-friendly frameworks.
  • Proven experience conducting compensation benchmarking.
  • Exceptional ability to synthesize stakeholder input industry research and organizational context into clear scalable deliverables (e.g. job families career ladders competency models).
  • Strong project management skills with a track record of executing complex projects on aggressive timelines.
  • Familiarity with public sector constraints and civil service considerations
  • Excellent verbal and written communication skills including experience presenting frameworks and recommendations.
  • Experience working with the Department of Education Administration for Childrens Services or other educational programs.
  • Experience working with educators administrators or case malmanagement staff.
  • Experience working with parents and/or children.
  • Experience working with community engagement and/or community service providers/non-profits.
  • Candidate must be reliable for independent work be able to lead change as part of a collaborative team.
  • Ability to develop and maintain cooperative and effective working relationships with a variety of individuals groups and organizations.
  • Ability to maintain a high level of accuracy transparency and accountability in all work product
  • Keen attention to detail flexibility and an enthusiastic work ethic
  • Fluency in languages other than English particularly Spanish.
  • Experience managing multiple external contractors/vendors strongly preferred NYC area residency preferred.
  • 3 or more years of program/project management experience

Education:

  • Bachelors degree preferred
  • Masters degree preferred in HR Organizational Development Data Science or related field required
