Main Purpose of Job

The HRO II position functions at a more advanced level of professional HR work and serves as the medical leave expert responsible for handling complex issues within the medical leave unit for all facilities and offices in the Department of Juvenile Services Statewide. This position is responsible for interpreting and providing advice and guidance to employees and management in various DJS regions on the appropriate use and application of leave in accordance with COMAR State Personnel and Pensions Article employee services and benefits such as FMLA State of Maryland leave donation programs Accident Leave Parental Leave health benefits retirement and pensions and other existing policies and procedures. This position is responsible for coordinating State Medical Director referrals managing Chesapeake Employers Insurance Company work related injuries and leave issues and advising management how to manage and address complex leave issues arising from absences due to medical disability. Pursuant to COMAR regulations State Personnel and Pensions Article and Departmental policies and procedures the position evaluates and makes determinations to grant or deny certain types of leave for employees in a large agency. Additionally this position updates and maintains essential databases and tables to provide mandated personnel reports to include OSHA compliance reports Leave Bank annual reports and other HR required. Responsibilities include interpretation of state law regulations and policies and coordinating and preparing mandatory reports according to State and Federal requirements. The position manages and inputs medical leave absences in SPS Workday.

MINIMUM QUALIFICATIONS

Experience:Six years and six months of experience two years and six months of professional HR experience involving recruitment and employment services classification and compensationemployee relations test development and validation jobanalysis job evaluation salary administration HR program evaluation or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection classification salary administration employee relations test development andvalidation or as a generalist.

Notes:

1. Candidates may substitute paraprofessional personnel workexperience on a year-for-year basis for up to four years of therequired experience. Paraprofessional personnel work is defined as work involving the application of public sectorpersonnel procedures policies rules andregulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records calculating salaries applying personnel-related rules and policies preparing personnel-related reports conducting employee orientation and counseling employees regardingbenefits and obligations and responding to inquiries concerning employment procedures.

2. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university and two years and six months of professional HR experienceinvolving recruitment and employment services classificationand compensation employee relations test development andvalidation job analysis job evaluation salary administration HR program evaluation or HR policy formulation for the required experience.

3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration human resourcesmanagement business administration public administrationstatistics tests and measurements psychology or a relatedfield for up to six years of the required experience.

may substitute U.S. Armed Forces military service experience as a commissioned officer in humanresources management classifications or human resourcesmanagement specialty codes in the human resourcesmanagement field of work on a year-for-year basis for therequired experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given toapplicantswho possess the following preferred qualification(s)

  • Experience providing technical guidance on appropriate manner to resolve personnel related issues related to accident leave Temporary Total Disability Employees Assistance Program donated leave State Medical Director referrals and managing medical leave absences.
  • Advice on the rules regulations and laws pertaining to accident leave and temporary total disability benefits (Workers Compensation)
  • Experience conducting New Hire Employee Orientation
  • Familiarity with COMAR and State Personnel and Pensions regulations
  • Experience preparing OSHA mandated reports
  • Experience using Microsoft Suite (Word Excel) and Google Workspace (Gmail Calendar Docs Sheets Meet) Workday and Citrix
  • Bachelors degree preferred

    LICENSES REGISTRATIONS AND CERTIFICATIONS

    in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

    in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
