Main Purpose of Job

TheNatural Resources Planner V functions as the Eastern Region Chief for the TidalWetlands Division Eastern Region within the Wetlands and Waterways ProtectionProgram. This position involves thedirect management and implementation of laws regulations and programs. Theseinitiatives are aimed at restoring and maintaining the quality of Marylandsground and surface waters protecting wetland habitats and waterways andmanaging the utilization of the States mineral resources.

TheRegion Chief supervises lower-level Natural Resource Planners. These plannersprovide technical assistance in several key areas: reviewing applications forState tidal wetlands licenses and permits; preparing Reports andRecommendations for the Maryland Board of Public Works processing WaterQuality Certifications under Section 401 of the federal Clean Water Act and implementingthe U.S. Army Corps of Engineers Maryland State Programmatic General Permit(MDSPGP) for activities in state and private tidal wetlands.

Theincumbent in this position manages projects on the Eastern Shore of ChesapeakeBay and assists with tidal wetland applications across other tidal regions ofthe State. In addition oversee tidalwetlands mitigation projects and other initiatives that support theDepartments tidal wetlands management objectives.

The candidateselected for this position may work at MDEs Headquarters or Salisbury FieldOffice. The Eastern Region Chief willoccasionally visit sites in Baltimore City Baltimore County Harford AnneArundel Calvert St. Marys Charles Prince Georges Cecil Kent CarolineQueen Annes Talbot Dorchester Wicomico Worcester and Somerset counties.

This position involves the following working conditions:

  • Exposure to uncomfortable or unpleasant surroundings.
  • Site visits in inclement weather with potential exposure to insects snake bites ticks (which can transmit Lyme Disease or Rocky Mountain Spotted Fever) and cold water (which may lead to hypothermia).
  • Walking on uneven terrain near cliff tops directly below cliff faces and around active landslides.
  • Special physical demands such as lifting 50 pounds or more and climbing ladders.
  • Requirement to wear protective clothing for both land and water activities.

The incumbent will be required to drive a Statevehicle. If you hold an out-of-state drivers license you must provide acertified copy of your driving record from the issuing states Motor Vehicle Administration atthe time of hire. All individuals must maintain a drivers license with no morethan 5 points on their driving record to operate a State vehicle.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or universityin an environmental science or natural resources planning management or development.

Experience:Seven years of experience in natural resources planning or an applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university in urban or regional planning engineering physical geography or the physical chemical biological or environmental sciences and one year of experience in natural resources planning orapplied environmental science for the required education.

2. Candidates may substitute the possession of a Mastersdegree from an accredited college or university in a natural resources planning management administration development environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical chemical biological or environmental sciences for up to three years of the required experience.

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in natural resources planning management administrationdevelopment environmental urban or regional planning;resources economics or development; environmental systemmanagement; water or land resources planning andmanagement; environmental landscape architecture; or thephysical chemical biological or environmental sciencesfor up to five years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in applied wetland/water resource regulation and/or permitting (e.g. Clean Water Act-Section 404/Dredge and Fill Coastal Zone Management Act Clean Water Act-Section 401/Water Quality Certification or equivalent Harbors and Rivers Act of 1899-Section 10).
  • Experience leading people either leading project teams or successful achievement of goals or direct supervision of professional employees or waterway regulations.
  • Experience designing constructing managing or implementing projects for wetlands Submerged Aquatic Vegetation Essential Fish Habitat or shellfish habitat mitigation restoration or monitoring or for coastal resiliency or sea level rise adaptation including living shorelines.
  • Experience providing customer service in a professional setting.
