Strategic Information Officer (Bayelsa, Edo)

The SI Officer will play a critical role in supporting the implementation of the ACE-4 Activity Monitoring Evaluation and Learning (AMEL) framework at assigned health facilities. This officer is responsible for ensuring the accurate use of project-specific and national data collection tools to monitor activities outputs and progress toward anticipated results.

The role extends beyond standard M&E to emphasize adaptive learning focusing on documenting analyzing and using evidence for continuous improvement and decision-making. This includes supporting the Learning Agenda organizing learning platforms and preparing quarterly and annual reports on project progress to the SI State Team Lead /Strategic Information Sn. SI officer.

Locations: Bayelsa Edo

1. State Government Support and Engagement

• Participate in all joint monitoring review and data-related activities with state counterparts.

2. Maintain Functional M&E/Record Systems

• Ensure all facilities maintain updated M&E infrastructure including SOPs tools and job aids.
• Ensure proper filing and secure storage of patient folders and records.

3. Data Management and Quality Assurance

• Ensure >95% completed data capture in LAMIS and routine uploads into ACE-4 DHIS2.0.
• Conduct routine data validation triangulation and internal checks across registers charts and systems.
• Support corrective actions for data quality issues and participate in external DQAs.

4. Data Use and Decision-Making

• Provide guidance on indicators reporting requirements and data quality.
• Facilitate routine use of data for decision-making at state and facility levels through review meetings and gap/outlier analysis.

5. Monitoring Evaluation and Learning (MEL)

• Support the development implementation and routine update of a Learning Agenda.
• Facilitate adaptive learning platforms (e.g. annual pause-and-reflect meetings and monthly rapid-cycle reviews).
• Document and share best practices lessons learned and success stories for wider dissemination.

6. Capacity Building

• Train facility and cluster-level staff on M&E QI and learning practices.
• Mentor M&E assistants and data clerks to strengthen reporting and indicator use.

7. Reporting & Supervision

• Supervise SI assistants/data clerks to ensure site-level performance goals are met.
• Generate cluster-level reports and contribute to state-level program reports.

Education and Professional Experience

• Required Education: A Bachelors Degree preferably in a quantitative or public health-related field such as: Statistics Epidemiology Computer Science/Information Management Public Health or Monitoring and Evaluation. A Masters degree will be an added advantage.
• Work Experience: At least five (5) years experience in Monitoring and Evaluation (M&E) Strategic Information (SI) or Data Management particularly within the context of public health programs (like HIV/AIDS).
• Specific Program Experience: Experience working with US Government-funded or large donor-funded projects would be a significant advantage.

Technical Skills and Knowledge

• Data Management Systems: Proficiency is required in common health data management platforms specifically LAMIS and DHIS2.0.
• Data Quality and Analysis: Strong knowledge and practical experience in Data Validation Triangulation Data Quality Assessment (DQA) methodologies and Routine Data Analysis (e.g. gap/outlier analysis).
• M&E Frameworks: In-depth understanding of M&E principles including developing and implementing AMEL frameworks.
• Core Skills: Strong strategic and analytical thinking and excellent writing and verbal communication skills are essential.

Work Interactions and Conditions

• The SI Officer will work closely with Senior SI Officers/Advisors and project staff in supported health facilities.
• The role requires regular facility visits to provide technical support mentoring and supervision.
• Must have the flexibility to work under tight timelines that may require unplanned travel and extended hours.
