The Data Driven Decisions Program Manager is responsible for integrating data driven decisions and performance management into Revenues culture. The program reinforces a data driven culture of using data to make decisions responsive to customers stakeholders and the evolving opportunities and risks in an ever-changing business environment.
This position coordinates the maturing and sustainment of a data driven culture throughout the agency by collaborating with strategic partners and provides guidance through mentoring coaching and teaching.
The Data Driven Decisions Program Manager is part of the Office of Efficiency and Accountability. This position reports directly to the Innovation Administrator in the Executive Division. The Office of Efficiency and Accountability actualizes the Directors and Governors commitment to make state government more efficient and effective and center our customers in every decision by integrating continuous improvement data-driven decisions change management and strategic thinking into Revenues culture. The OEA fosters efficiency and accountability through the following services:
- Creating structures for problem-solving innovation and managing change.
- Providing models and templates to offer individualized support.
- Consulting and coaching services to strengthen implementation.
- Building knowledge skills and abilities in continuous improvement data-driven decision-making change management and strategic thinking.

Duties
The Data Driven Decisions Program Manager will develop and sustain three areas of the of the Data Driven Decisions Program which include:
- Administration of the Data Driven Decisions Program:
- Oversee how the agency prioritizes maintains and presents data and information to measure performance.
- Lead identification of the agencys Key Performance Indicators and provides ongoing oversight of the agencys metrics/performance.
- Manage processes related to the publication and maintenance of Revenues Executive Dashboard including efforts to update content when appropriate.
- Collaborate with assistant directors and their staff analysts/consultants to ensure work is aligned with the agencys strategic priorities and that leaders are developing innovative solutions to the challenges of achieving results (including effectively cooperating across divisions and with other agencies).
- Work with divisions and teams to create dashboards and data visualizations.
- Organizational Capacity Building:
- Facilitate an Analysts Community of Practice to increase cross-agency knowledge skills and abilities development coordination and communication.
- In partnership with Assistant Directors and agency program leaders lead a workgroup that provides support in furthering divisional/program needs to gain efficiency and better serve customers and optimize the use of the agencys resources.
- Leadership Development:
- Provide coaching and support to Revenues Leadership and Executive Teams on a recurring basis regarding the agencys performance including:
- Fundamentals Map Measures
- Agency Key Performance Indicators
Qualifications

Team Leadership
- Provide guidance and professional development opportunities.
- Encourage knowledge sharing and innovation within the team.
Policy Development
- Develop policies that balance security with open data initiatives.
- Define best practices for data stewardship and compliance
Preferred qualifications include:
- 1-2 years experience using Power BI and other data analysis and visualization tools.
- Bachelors degree in organizational effectiveness human resources business administration or related field and three years relevant/practical experience in enterprise performance management Data Driven Decisions or continuous improvement program development.
- Lean Six Sigma Belt certification.
- Formal organizational change management training or certification such as Prosci Change Practitioner
- Knowledge and practical application of data analytics tools.
- Practical experience with strategic planning development and implementation.
