Main Purpose of Job

This position delivers behavioral health outreach and prevention activities including the delivery of the overdose response program (ORP) training and naloxone distribution. This position schedules and conducts behavioral health prevention presentations and evenings and weekend hours for outreach and prevention events as well as special events and emergencies.

This position is eligible for hybrid telework.

POSITION DUTIES

30%Assure Oversight of the Overdose Response Program (ORP) including naloxone training anddistribution.
  • Duties include: recruit the targeted audience to promote the ORP trainings; organize and lead the ORP trainings in accordance with policies and regulations; collect and manage required documents/data for the ORP; track/order/stock inventory and dispense naloxone according to policies and regulations.
30%Conduct and schedule community behavioral health outreach prevention presentations and attend/support outreach events.
  • This role includes engaging community stakeholders to conduct presentations and events. Communicate with those that outreach for individual training or more information for naloxone; prepare and package for events; and coordinate/liaise with HCHD for ORP outreach event requests. Support Opioid Misuse Prevention Program (OMPP) strategies and events including but not limited to disseminating opioid prevention/awareness promotional materials and coordinating presentations and events in the community. This role will coordinate with local partners including but not limited to Local Health Improvement Coalition Local Behavioral Health Authority Board; and HCPSS.
25%Overdose Misuse Prevention Program (OMPP) strategies and events.
  • Supports strategies and events including but not limited to disseminating opioid prevention/awareness promotional materials and coordinating presentations and events in the community. Compiles program related data required for monthly and quarterly reporting and disseminates as needed for program compliance or as requested. Coordinates supplies and materials for naloxone vending machines.
10%Track and report all data
  • log participants for the online naloxone training into the Narcan Trainee Database; submit monthly data reports to MDH and to the HCHD database that include training/outreach; collect data and respond to all online requests; assist with all quarterly reporting; update power points and other data as needed. Ensure the ORP meets or exceeds the established performance measures.
5%Other Duties:
  • Possesses a broad understanding of HCHD services and can refer to other programs. Participates in necessary drills and exercises responds to emergencies as appropriate keeps abreast of policies and procedures in the program bureau and department. Completes all required trainings. Participates in quality improvement efforts within the program.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience in training teaching or serving as a teaching/training assistant. This includes the ability to effectively communicate complex information provide constructive feedback and adapt instructional methods to meet diverse learning needs.
  • Experience in collaborating with groups or stakeholders/internal partners.
  • Extensive experience using Microsoft Word Excel PowerPoint and Outlook.
  • Availability to work on evenings and weekends.
  • Bilingual.
  • Experience in data collection analysis and reporting to support program or operational goals.
  • Experience in communicating professionally and effectively both in writing and verbally with diverse audiences in a professional setting.
