Position Description
The Human Resources Business Partner aligns business objectives with employees and management in designated internal customer groups. The HRBP under the direction of the Chief Human Resources Officer will deliver value-added services and serve as a strategic partner. This person must reflect the business objectives of the Tax Office and provide transformational HR support in employee relations workforce planning talent recruitment and selection employee retention cultural and strategic alignment total rewards and the performance appraisal process.
Duties and Responsibilities:
- Partnership: Participates as part of the management team of your assigned divisional unit(s); Functions as a trusted advisor partner and active member on the assigned area(s) management team(s) by providing HR guidance to support business planning and deliver on key performance indicators (KPIs).Strategic Alignment: Works collaboratively with designated partners to support and maximize operational performance; Partners to ensure strategic alignment of business unit work with workforce planning talent development talent management and overall total rewards strategy that supports the Tax Office and drives organizational performance.
- Business Knowledge: Has strong HR business acumen; Understands and can articulate financial operational terms and practices that are contextualized to the needs of the division being served; Drives value by knowing the Tax Offices Mission and translating it into actionable information that is used for effective decision making; works with management to understand operational needs and plans proactively identifying and developing plans for mitigating risks to effective and efficient operational performance.
- Change Management: Supports the process and use of tools/techniques to manage the people elements of change to achieve desired outcomes; Collaborates with key stake holders to support implementation of change management initiatives and ensures objectives are met that drive achieve desired outcomes; Collaborates with key stake holders to support implementation of change management initiatives and ensures objectives are met that drive overall performance improve the Tax Offices outcomes and align with strategic objectives; Being resilient in times of change.

- Talent Management: Partners with leaders to identify current and anticipated talent needs; Collaborates with the division leaders and others to develop an effective strategic talent acquisition retention and succession plan.
- Performance and Coaching: Provides appropriate advice feedback and development to improve the effectiveness of talent; Provides guidance and advice addressing issues that pertain to engagement performance management employee relations and other developmental areas.
- Employee Engagement: Designs develops and implements programs/initiatives to increase awareness and understanding of policies and procedures; Collaborate with the Training and Organizational Development Partner to develop implement and improve processes for engagement career development and organizational structure on an ongoing basis.
- Data Metrics and Analysis: Provides HR data analytics defined metrics and information to enhance effective operational performance; Analyzes and identifies trends and making recommendations in response to data and develop strategies for future opportunities.
- Employment and Labor Law: Applies an understanding of legal precedents policies and practices to protect the interest of Tax Office leaders and individual employees; Provides effective direction counsel and advice to management on the interpretation and application of: Harris County and the Tax Office policies and procedures employment and labor laws.
- Other Duties: Performs all other duties as assigned.

Requirements
Education and Experience:
- Bachelors degree in human resources management human resources development business management or related field.
- At least seven (7) years of experience working as an HR Specialist HR Business Partner HR Generalist or HR Manager in a Human Resources department.
Knowledge Skills & Abilities:
- Displays the highest level of customer service by providing timely and effective solutions to applicants employees and managers.
- Demonstrated ability to build rapport develop relationships and establish credibility and trust.
- Ability to navigate sensitive situations and maintain a high degree of confidentiality.

- Experience successfully navigating a complex environment utilizing strong communication skills.
- Must be able to manage and implement Office wide programs processes and initiatives ensuring proper communication and effective change management independently and successfully.
- Excellent active listening consultative negotiation and presentation skills.
- Demonstrates a healthy balance of people orientation drive for results and analytical skills.
- Analyzes staffing trends key metrics and compliance requirements to develop and implement strategies for employee retention. Leverages reports (i.e. turnover exit surveys results) to assist in workforce planning.
- Must be willing to travel throughout Harris County to offices and jobs sites.

Position Type and Typical Hours of Work:
- This is a full-time position with a Monday through Friday 8:00a.m. to 5:00p.m. schedule with the possibility of one remote day after 6-months.
- Hours may vary based on the business needs of the departments and some weekend or evening work may be required.
Work Environment and Physical Demands:
- Work is performed primarily in an office setting subject to frequent interruptions with extensive work at a computer workstation and site visits to various Tax Office Auto Branches and Harris County offices.
- May be exposed to highly stressful situations and individuals who are irate or hostile; may be subject to long hours due to activities and other responsibilities required.
- Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions required.
- This role is a standard office role that requires remaining stationary for long periods of time. At times
- boxes or equipment must be transported weighing up to 30 lbs.
Employment may be contingent on passing a drug screen and meeting other standards.
