Pay Grade: GRADE 150: $67203.68 - $97445.34 Annual Salary ($32.31 - $46.85 Hourly)

FLSA STATUS: Non-Exempt Merit Full-Time Eligible for Benefits

GENERAL PURPOSE

This position oversees plans implements and coordinates assigned projects activities and operations within a development redevelopment or special improvement project area and coordinates assigned activities with other divisions outside agencies and the public. This position also provides responsible staff assistance to the Community Development Compliance Administrator or higher-level management staff. Receives administrative direction from the Community Development Division Director or higher-level management staff. Exercises indirect supervision over technical and clerical staff.

ESSENTIAL JOB FUNCTIONS

  • Manage homeownership lending programs and projects.
  • Responsible for managing assigned housing programs to meet federal compliance. Including performing compliance reviews and reviews of all other cross-cutting regulations including environmental interface regularly with federal and state representatives.
  • Responsible for generating and maintaining housing and community reports as directed by management. Including data gathering compiling and regularly updating reports.
  • Responsible for identifying revitalization solutions and resources measuring and reporting on those results.
  • Assist with Ogden Citys housing rehabilitation programs presenting projects to the community and coordinating with other agencies.
  • Manage major inner-city revitalization efforts by implementing neighborhood revitalization plans including project management of public right-of-way improvements demolition new construction and/or rehab of residential or commercial properties.
  • Coordinate the staffing and operational activities for development redevelopment or special improvement projects within designated project areas.
  • Coordinate the activities and oversee the work of outside consultants; meet with contractors and staff to identify and resolve problems; review and evaluate work products methods and procedures.
  • Participate in developing and implementing goals objectives policies and priorities for assigned areas of responsibility; identify resource needs; recommend and implement policies and procedures.
  • Coordinate acquisitions and the formation of development redevelopment or special improvement project areas with city staff consultants and developers; serve as a liaison with consultants developers lenders public agencies and city staff regarding assigned development redevelopment or special improvement project areas.
  • Attend a variety of commission meetings and other professional group meetings; evaluate staff and developer negotiations; prepare appropriate reports as necessary.
  • Review and evaluate developer proposals to ensure conformity with local ordinances laws and project plans; make recommendations accordingly.
  • Prepare Requests for Proposals (RFP) and Requests for Qualifications (RFQ) for development redevelopment or special improvement consultant services; negotiate and prepare consultant agreements; prepare staff reports for City Council.
  • Prepare a variety of memoranda letters and staff reports regarding assigned projects.
  • Coordinate and manage public meetings and petitions; provide public information on government procedures and protocol.
  • Coordinate manage and negotiate financial projects contracts negotiations and bond financing.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in-person with the public during office hours; and employees are required to use on-site equipment.
  • Perform other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least two years of progressively responsible experience in redevelopment community development public administration real estate development accounting banking or a related field.
  • Equivalent to a bachelors degree in Business Urban Planning Public Administration Construction Management or a related field.
  • An equivalent combination of the above-stated work experience and education is acceptable.

SPECIAL REQUIREMENTS

  • Possession of or ability to obtain an appropriate valid Utah drivers license.
  • Employees will be required to complete NIMS IS100 IS200 IS700 and IS800 within one year of hire.

Failure to obtain/maintain license and certificate as outlined above may result in termination from the position.

KNOWLEDGE SKILLS AND ABILITIES

  • Knowledge of the operations services and activities of real estate development redevelopment or special improvement programs.
  • Knowledge of urban planning construction management and real estate development principles and practices.
  • Knowledge of federal and state rules and regulations related to funding program compliance.
  • Knowledge of pertinent federal state and local laws and regulations including HUD Regulations the State Development and Redevelopment Law and related regulations.
  • Knowledge of federal FHA Community Development Block Grant (CDBG) and HOME policies and procedures including cross-cutting regulations.
  • Knowledge of federal and state environmental provisions related to development redevelopment or special improvement.
  • Knowledge of the principles of tax increment financing.
  • Knowledge of modern office procedures methods and computer equipment
  • Knowledge of project management and construction management.
  • Knowledge of the principles of business letter writing and report preparation.
  • Knowledge of real estate trends and market value.
  • Knowledge of community development principles and techniques.
  • Knowledge of urban design.
  • Knowledge of contract management.
  • Knowledge of real estate finance capital markets and real estate development principles.
  • Skill in organizing time and workload in accomplishing assignments.
  • Skill in maintaining accurate program files.
  • Skill in working effectively with the public and people of all income levels and backgrounds.
  • Skill in using Microsoft Office computer software specifically Excel spreadsheets.
  • Skill in organizing managing and directing volunteers.
  • Skill in public speaking to all socio-economic sectors of the community
  • Skill in researching and writing grant applications.
  • Skill in negotiating and managing contracts with consultants and developers.
  • Skill in reviewing development proposals to ensure compliance with laws regulations and policies.
  • Skill in interpreting applying and explaining a variety of ordinances affecting the city.
  • Skill in preparing clear and concise reports.
  • Skill in organizing and correlating statistical data.
  • Skill in working independently in the absence of supervision.
  • Skill in communicating clearly and concisely both orally and in writing.
  • Ability to establish and maintain effective working relationships with those contacted during work.
  • Ability to maintain mental capacity allowing effective interaction and communication with others.
  • Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include walking standing or sitting for extended periods of time and operating assigned equipment.
  • Ability to maintain effective audio-visual discrimination and perception needed for making observations communicating with others reading and writing and operating assigned equipment as required by the position.
  • Ability to comply with all city policies and regulations including safety and risk management standards.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • The work environment is primarily inside where the noise and temperature levels are moderate.
  • The work is light work which requires exerting up to 25 pounds of force occasionally and/or 10 pounds of force frequently or constantly to lift carry push pull or otherwise move objects including the human body.
  • Must possess the visual ability to see clearly at close (less than 20 inches) and far (20 feet or more) distances identify and distinguish colors observe an area that can be seen up and down or the left and right while eyes are fixed on a given point judge distances and spatial relationships and adjust the eye to bring an object into sharp focus.
  • Additionally the following physical abilities are required: standing walking sitting using hands and fingers to handle or feel reaching with hands and arms climbing balancing stooping kneeling crouching crawling talking hearing and smelling.
