The Contract Monitor position is responsible for conducting a set of documented planned ongoing and periodic activities to ensure that vendors comply with fiscal and programmatic agreementsterms and conditions as well as any relevant laws and regulations. The position requires an understanding of all contract terms and conditions the ability to communicate contract requirements to all parties involved and accountability for overseeing the vendors performance under their contract. The position must also maintain current knowledge of department contract monitoring policy and guidance and laws rules and policies associated with procurement and contracting as required by the funding source. This position works closely with program and fiscal staff and makes recommendations to improve programmatic and fiscal contract monitoring practices and documentation. This position primarily monitors 988 contracts both contracts funded by the Substance Abuse & Mental Health Services Agency 988 Cooperative agreement and the 988 Crisis Hotline Surcharge funding to ensure that contract requirements are met all goods and/or services are delivered in a timely manner documentation is received and filed appropriately and the financial interests of all parties are protected.
The position assures that the contracts related to the operation of the 988 Colorado Mental Health Line are appropriately monitored to the deliverables timelines quality budget and business relations detailed in the agreement. Through proactive contract monitoring this position takes action to update or amend contracts before statutory/fiscal rule violations occur. The position performs the following key monitoring tasks for each contract following the work and timelines specified in the contract:
Assist with developing and maintaining a communication plan with current contact information for the monitoring team and the entity with which the 988 Enterprise holds a contract.
Monitor contracts according to financial and program risk ratings.
Ensure each file has documentation for risk ratings assigned to contractors.
Coordinate and conduct post-award meetings with each contractor to communicate agreement expectations department points of contact methods of monitoring and evaluation etc.
Follow documentation and tracking procedures for logging communications and deliverables. Duties for assessing contractor compliance with BHA standards and other contractual provisions include:
Requesting and receiving ongoing performance data from contractors;
Analyzing invoices data and reports to detect potential areas of noncompliance;
Logging and documenting all performance-related communication to contractors and their responses; and
Making overall assessments of contractor programmatic performance.
Monitor and track spending on all contract budgets through invoice reviews and regular reconciliations between
program staff fiscal staff and contractors.
Responsible for detailed invoice review thorough examination of all source level backup documentation provided by the contractor as well as organization and retention of all contract-related documents.
Complete invoice review process from start to finish including working with authorized program signing officials to finalize the review and invoice checklist before sending it to fiscal for processing.
Inspect and approve the final goods and/or services receipts and supporting documentation concerning invoices.
Plan schedule and conduct site visits (when warranted) utilizing
program/division/department standardized approaches including examining records
interviews of key contractor staff and direct observation of performance. Document and
save site visit notifications agendas reports and/or notes.
Ongoing analysis and tracking of process and outcome data submitted to observe contractor performance.
Organize schedule conduct and document contractor performance evaluations.
Contract close-out responsibilities include receiving all deliverables and final invoices
completing the final performance evaluation and ensuring the contract file is complete before
final payment.
Determine which financial mechanism is required to procure each deliverable and collaborate with the 988 Contract Administrator when procuring goods and services
Prepare distribute collect and present funding opportunities to the 988 Director; determining funding amounts and the required performance needed for grant compliance.
Review proposals and determine each vendors ability to perform work as proposed. Assist program in preparing a Statement of Work (SOW) and budget offering support throughout the contract negotiating process.
Understand how legislative requirements apply to the SOW and ensure their inclusion. Be prepared to identify applicable sections of long-bill form legislation and write contract language matching statute.
BHA Contracting Liaison
Once vendors have been identified to complete required work this position educates and monitors SOWs answers questions regarding contract and fiscal compliance and assists in the identification of services to be completed and what reporting is required.
This position may be called upon to perform tasks or undertake special assignments or projects deemed necessary by BHA but not specifically referenced in the above dutiesother duties as assigned.
Experience and/or Education:
Six years of relevant experience in an occupation related to contract administration procurement or program management; or an equivalent combination of education and experience totaling six years
Preferred Experience Areas:Behavioral health or human services contracting fiscal monitoring performance evaluation and vendor relations.
Preferred Degree Areas:Business Administration Public Administration Behavioral Health Administration or a related field.Deep knowledge of state fiscal rules procurement processes and contract compliance.
Experience conducting fiscal and programmatic monitoring for grants or contracts in human services or behavioral health.
Skill in interpreting contract terms identifying risk and implementing corrective action.
Strong data management documentation and analytical abilities.
Excellent communication skills for vendor coordination and internal collaboration.
Proven ability to manage multiple contracts and priorities simultaneously.
Motor Vehicle Check if the employee will drive a state-owned vehicle either in an ongoing capacity while performing their normal day-to-day job duties OR on occasion for training/meetings/client visits/etc.
Must possess a valid non-restricted Colorado Drivers License or a non-restricted U.S. Drivers License for positions within 30 miles of the CO state border
Out-of-State Drivers License holders must obtain a valid non-restricted Colorado Drivers License within 30 days of employment start date.
