The salary range for this position is CAD $54.16/Hr. - CAD $77.86/Hr.
Summary
Within the context of a client- and family-centered model of care and in accordance with the Mission Vision Values and strategic directions of Providence Health Care (PHC) this position promotes a safe respectful and civil working environment for patients residents families visitors and staff.
The Leader Business IT Solutions (BITS) plays a pivotal role in advancing PHCs business systems and digital initiatives. Reporting to the Director CMO & BITS the Leader ensures the consistent application of policies processes and systems that drive value mitigate risk and enhance performance across PHC. Through oversight of product ownership project delivery and tier-1 support this role is a change agent for technology adoption and business transformation initiatives.
This position partners closely with internal programs provincial service providers (e.g. PDHIS/PHSA) and vendors to prioritize projects manage the full lifecycle of business applications and develop organizational standards tools and education that support best practices in business systems management.
The Leader provides leadership and management for a multidisciplinary team of project managers product owners and support specialists. The Leader offers mentorship and guidance ensures consistency in work quality and removes blockers to successful service delivery.
As a member of the Business IT Solutions department the Leader participates respectfully and productively provides and accepts thoughtful counsel and champions excellence at every level.
What You Bring
Education Training and Experience:
- A level of education training and experience equivalent to a Masters degree in a related discipline such as Information Technology Business Administration or Health Administration is required.
- Seven (7) to ten (10) years of progressive leadership experience in IT enterprise systems or digital transformation preferably in a multi-site or public-sector environment.
- Certifications such as PMP PRINCE2 Agile/Scrum or ITIL are preferred.
- Experience with provincial shared-service models (e.g. PDHIS PHSA) considered an asset.
Skills and Abilities:
- Systems & Technology Expertise: Strong knowledge of enterprise application management product ownership and IT governance.
- Strategic Thinking & Analysis: Proven ability to translate trends into actionable strategies and business cases.
- Project & Change Management: Skilled in managing multiple priorities using recognized methodologies and guiding organizational change.

Your Day to Day:
Strategic Systems Management & Digital Transformation
- Lead the development and execution of system roadmaps aligned with PHC priorities and provincial digital health strategies.
- Oversee product ownership for enterprise applications (e.g. HR Finance Supply Chain Contract Management Data Analytics).
- Influence provincial initiatives to ensure PHCs operational needs are met.
Internal Client Partnership & Stakeholder Engagement
- Collaborate with departments to ensure technology solutions are fully leveraged for operational excellence.
- Develop adoption and change-management strategies to maximize value and minimize disruption.
- Provide education and tools for internal clients to navigate system functionality reports and budgeting processes.
Process Improvement & Policy Development
- Identify trends and gaps; develop solutions to improve efficiency compliance and user experience.
- Lead creation and refinement of governance frameworks templates policies and procedures for business systems.
- Recommend and implement systems supporting lifecycle cost analysis automation and regulatory compliance.
Performance Monitoring & Reporting
- Establish performance criteria and monitor outcomes for systems and vendors.
- Track and report on budgets service levels adoption metrics and project outcomes.
- Maintain accurate records through SharePoint and related platforms.
Leadership & Team Management
- Provide coaching mentorship and day-to-day oversight to staff clarifying priorities and resolving issues.
- Conduct regular check-ins personal development plans and annual performance evaluations.
- Manage staffing requirements hiring work assignments performance management and terminations.
- Foster a collaborative respectful and innovative team environment.
Financial Management
- Develop and manage operating and capital budgets forecasts and variance reporting for assigned portfolios.
- Prepare business cases or briefing notes for investments that enhance efficiency or reduce risk.
- Perform other related duties as assigned.
