ABOUT THE POSITION


The Riverside County Sheriffs Office is seeking a Supervising Deputy Public Administrator to fill a vacancy within the Coroner/Public Administrator Bureau in Perris.

As a Supervising Deputy Public Administrator the incumbent will assign supervise and evaluate the work of staff engaged in probating deceased persons estates; and perform the more difficult estate administration work. The incumbent is accountable for the overall compliance and timeliness of their subordinates caseload. Responsibilities include supervising probate administration such as selling property liquidating assets closing accounts managing auctions handling taxes and ensuring proper distribution of estate funds; appearing in court and providing testimony as needed; coordinating funeral burial or cremation arrangements; assisting with evictions when necessary; communicating with families; and overseeing the financial assistance program for funeral services.

The Supervising Deputy Public Administrator will perform both office and fieldwork related to investigating and administering the estates of deceased persons. This position will require the incumbent to work around offensive sights and smells and to work in an indoor/outdoor environment where they may be exposed to variable weather conditions insects and/or rodents.

The department seeks candidates who possess supervisory experience with probate laws court procedures and legal research using databases and online resources. Candidates who have served as a Public Administrator Public Guardian or Public Conservator are encouraged to apply. Proficiency in Spanish is preferred but not required.

EXAMPLES OF ESSENTIAL DUTIES

Screen cases referred to the Public Administrator section and delegate assignments to the appropriate deputy or investigator.

Supervise the work of the Public Administrator staff for conformance to time schedules state codes and division policies and procedures; train and assist staff in administrative procedures state codes techniques used in estate investigation to determine decedents assets and the methods of probating decedents estates.

Evaluate the performance of assigned staff.

Serve as the estate administrator for the more complex Public Administrator cases involving complicated legal issues public figures and large estates.

Represent the department in meetings with attorneys to resolve legal questions relevant to probating decedents estates.

Evaluate modifications in office systems and procedures and provide recommendations to improve the efficiency and effectiveness of the section; prepare correspondence and reports.

Coordinate with other sections within the division in the assignment of staff to public auctions; attend departmental and divisional staff meetings.

Train staff on procedures in reviewing applications for County indigent cremation and/or burial; act as the Public Administrator as assigned.

MINIMUM QUALIFICATIONS

OPTION I
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience: Two years in a position comparable to that of Deputy Public Administrator or Deputy Public Guardian with Riverside County.

OPTION II
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience:Three years of full-time experience in which the primary duties and responsibilities involved administering the estates of decedents.

OPTION III
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience: Three years managing the estates of and coordinating activities relative to the custodial care of individuals under guardianship or conservatorship. Experience must have been of a nature that would have provided the knowledge and abilities listed below.

ALL OPTIONS
Knowledge of: The principles of supervision; the Probate Code and other laws and regulations related to the Public Administrator function; principles practices and methods of estate administration; methods and techniques of estate and financial investigations including researching wills real property stocks bonds and bank accounts; functions of Probate as it relates to administering estates.

Ability to: Supervise and train others in the methods and techniques of estate investigation and probate procedures; investigate decedents assets and administer public administrator estate including paying taxes creditors and other outstanding expenses; prepare clear concise reports; establish and maintain effective relationships with employees and the public.

Other Requirements
License: Possession of a valid California Drivers License is required.
