The Work Unit:

The Indoor Environment Program exists to operate and enforce state-wide legislatively mandated programs in asbestos lead and Chlorofluorocarbons (CFCs) and support the Environmental Protection Agency by developing regulations issuing permits and certificates (licenses) approving and auditing training courses inspecting sources for compliance with applicable regulations and taking appropriate enforcement action against sources companies and individuals found to be out of compliance. The Program also provides public assistance and outreach to all Coloradans.

What you will be doing

This position is being created to minimize exposure to asbestos and lead and to minimize environmental health impacts caused by CFCs by identifying potential health and safety problems evaluating and minimizing the seriousness of the problem and to help implement and enforce regulations.

Job Duties:

Field Inspections and Related Activities
Under the supervision of the Program Manager and Supervisors and with training from Environmental Protection Specialists in the Indoor Environment Program this position:
  • Monitors compliance with State and Federal regulations by conducting joint inspections and investigations either from complaints routinely scheduled inspections or targeted activities around the state. Sites include:
  • Waste disposal sites
  • Schools
  • CFC equipment sites and service facilities
  • Sites with scheduled asbestos and/or lead abatement projects
  • Buildings undergoing renovation
  • Facilities prior to demolition or post abatement
  • Other facilities that may present asbestos or lead health hazards to the public
  • Responds to emergencies natural disasters and asbestos spills as needed.
  • This position conducts asbestos and lead course audits to ensure compliance.
Review/Process Permits Notifications and Registrations
Under the supervision of the Program Manager and Supervisors and with training from Environmental Protection Specialists in the Indoor Environment Program this position:
  • Monitors compliance with statutory permitting and notification requirements by reviewing asbestos and lead abatement and demolition notifications
  • Reviews and processes CFC registration applications
Regulatory Enforcement Activities
Under the supervision of the Program Manager and Supervisors and with training from Environmental Protection Specialists in the Indoor Environment Program this position:
  • Assists with Program enforcement actions by investigating compiling and organizing enforcement case information
  • Receives training and experience regarding development and management of their own caseload
Public Outreach Activities
Under the supervision of the Program Manager and Supervisors and with training from Environmental Protection Specialists in the Indoor Environment Program this position:
  • Responds to requests from the public and regulated community by providing technical assistance on asbestos lead and CFC hazards State and Federal regulations and control measures to minimize or eliminate the potential for exposure
  • Conducts outreach efforts both written and spoken communication and collaborates among a wide variety of staff stakeholders partner agencies the AQCC and the EPA
Other Duties as Assigned
Attends meetings serves on task forces or teams completes projects and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:

Four (4) years of experience in environmental or physical sciences or an occupational field related to the work assigned to the position.


OR

Education and Experience:

A combination of related education and/or relevant experience in environmental or physical sciences a field of study or an occupation related to the work assigned equal to four (4) years


PREFERRED QUALIFICATIONS

In addition to the minimum requirements the successful candidate in this position will have the following experience:

  • Education and/or experience in contruction construction science or building systems
  • Excellent skills to include synthesizing analyzing and presenting technical information to both stakeholders and the general public
  • Experience conducting technical reviews and/or inspections
  • Knowledge and experience working with environmental regulations as related to site investigation and assessment
  • Knowledge and proficiency in all Microsoft Suite and Google applications
  • Experience communicating both orally and in writing to a wide range of partners
  • Ability to work well independently as well as in/with a team
  • Excellent critical thinking and problem solving skills
  • Introductory level understanding of environmental health principles
  • A desire to protect public health and the environment
  • An interest in public service
  • Completed coursework or practical experience in environmental health or science
  • Experience doing field work
  • Excellent organizational skills
  • Ability to multi-task

CONDITIONS OF EMPLOYMENT

  • A pre-employment background check will be conducted as part of the selection process.
  • TRAVEL: 2-3 times a week visiting emissions testing facilities to ensure compliance with regulatory requirements
  • SPECIAL QUALIFICATIONS: Valid Colorado Drivers License and must be able to take and pass asbestos and lead-based paint training courses.
  • PHYSICAL DEMANDS: wear required personal protective equipment including respiratory protection and conduct light to moderate physical activity such as walking climbing ladders carrying field equipment and crawling.
