INTRODUCTION
It is recognised that Tallaght University Hospital is required to significantly change how it organises generally and delivers its core patient services to render it more compatible with what are now well established norms in this respect for large academic teaching hospitals and evolving Sláintecare policy. A number of considerations are central to the achievement of this imperative the most important of which are as follows:
The need to create clear and unambiguous lines of responsibility authority and commensurate accountability across the organisation and assign positions and individuals to designated roles emerging there from;
The need to create a robust committed and results focused corporate executive with clear mandate and deliverable objectives;
The need to decentralise authority and associated responsibility and accountability for services to designated clinical business units (clinical directorates).
A revised organisational structure designed for this purpose has now been developed. This revised organisational design reflects contemporary arrangements for all staffing that are integrated within the Clinical Directorates for operational matters.
As a key member of the Executive Management Team the post holder will be expected to lead manage engage and contribute to future developments at the hospital resulting from the Governments Health Reform Programme.
The Clinical Directorate structure at the Hospital focusses on responsibility accountability and authority with decisions regarding use of resources efficiency and effectiveness in the clinical areas becoming the responsibility of Clinical Directorates within corporately defined parameters.
The Clinical Director will:
Be required to provide clinical leadership for the Hospital to achieve the best clinical outcomes and experience for patients within the available resources for the Hospital.
Take direct executive responsibility for the specific directorate within their own area and drive the clinical governance agenda for their directorate.
Accountability for the implementation of the benefits realisation of the POCC contract including the extended working day/week.
Work with the other Directors to ensure that the Hospital meets its corporate objectives.
Take part in Hospital flow processes in line with the Hospitals Journey Policy including attending Patient journey rounds on a rota basis
Participate in the Performance Management/Achievement processes developed for the Management Team.
Promote open communications throughout the Hospital
The role has Executive power authority and accountability for planning and developing services.
As a member of the Executive Management Team the Clinical Director will provide clinical leadership for the Hospital and will have significant influence over resource and other decision making processes affecting clinical service.
The Clinical Director will participate in the promotion of the National Clinical and Integrated Care Programmes for the Hospital and the Regional Health Authority.
They will represent and promote the interests and image of the Hospital in national and other fora as appropriate.
PRINCIPAL RESPONSIBILITIES AND DUTIES
Responsibility and accountability for the efficient effective and safe delivery of acute hospital services for patients as set out in the service plan in conjunction with the Chief Operations Officer Directorate Team and Executive Management Team.
The Clinical Director will in consultation with the Chief Executive and Chief Operations Officer agree goals and set clinical and operational performance priorities for their directorate within the national clinical care programmes and clinical care quality & risk standards
Maintain overall responsibility for actual performance against planned clinical business and budgetary performance this regard the Clinical Director will be required to manage and participate in related performance management processes
Leading and promoting Clinical Governance within the Directorate
Responsibility and authority for clinical quality effectiveness audit and outcomes.
Management of adverse events and ensuring that there are robust quality and safety systems in place
Provide clinical leadership in the development of corporate and clinical strategies for Tallaght University Hospital.
Oversee regular review of consultant work plans work schedules and public private mix in line with Hospital policy. Oversee how Consultants commitments will be discharged to ensure the most appropriate and cost-effective delivery of services in conjunction with the Clinical Directors in the Hospital
Where required in line with service configuration negotiate the deployment of Consultants in full or part to other hospitals and change the location at which Consultants deliver scheduled inpatient outpatient day-case or diagnostic services to support changes in the roles of hospitals
In the execution of the role the Clinical Director will perform the duties of the Clinical Director Profile as outlined in the Consultants Contract 2008 (see Appendix 1)
GENERAL RESPONSBILITIES AND DUTIES
The Clinical Director will foster and implement a culture of team-working and partnership within the overall Directorate.
The Clinical director will promote a culture of teaching and research and support clinical training and continuing professional development throughout the Directorate
Leading clinical practice development education and training needs and overseeing research activity.
Responsibility for leading on clinical issues on behalf of the Hospital/Regional Health Authority as appropriate
Implement the organisational and managerial requirements of the Consultants Contracts (2023 POCC contract) (2008) (1997) and of the Clinical Directorate model including compliance with contractual limits on private practice as applicable.
Lead on the development of integrated care models between acute and primary care for ED services under the governance of TUH.
Provide public leadership and communications role to support staff morale and public confidence within the Directorate
Ensure that public patient access to the full range of public hospital services is determined solely by clinical need/priority.
In conjunction with the Lead Clinical Director ensuring there is standardised leave scheduling cross-cover and other policies to maintain Consultant cover at all times
Determine and review on an on-going basis the on-call requirements for the relevant areas.
The Clinical Directorate is accountable for resources used directly and indirectly by the Directorate and the transformation of these resource inputs into pre-planned and commensurate levels of service output in line with clinical need and as defined in patient service or other relevant terms as agreed with the Employer.
In consultation with clinical leads develop Practice Plans and work schedules for consultants in such a way as to ensure service needs are met. These Plans will take into account services required outside of normal working hours including on-call rosters
Ensure a consistency of approach across the Directorate in relation to application of corporate and ethical standards / clinical protocols in accordance with best practice.
Contribute to effective communications within the Directorate across the hospital / service and with external stakeholders.
Support clinical training and continuing professional development throughout the Directorate.
Ensure that all staff are compliant with Mandatory training requirements.
Ensure that a functional Directorate management team is established which allows for regular consultation with lead clinicians in each area and regular reporting to the Executive Management Team.
The Clinical Director will work with the NCHDs and other multi-disciplinary colleagues to ensure OWTD compliance and will work with the HR Medical Division in order to implement OWTD while also taking account of the impact on services / service needs.
The Clinical Director will work with the HR Medical Division in ensuring all Medical staff within in receipt of relevant Registration / Specialist Registration with the Medical Council of Ireland
The Clinical Director may be required to on investigations into the professional conduct of staff in the Hospital and may be requested to represent the Hospital with external agencies.
The Clinical Director will participate in the recruitment and selection of Consultants within their directorate.

The Clinical Director will have responsibility and accountability for the efficient effective and safe delivery of the designated clinical business as defined by and in accordance with Hospital Strategy and in conjunction with the Chief Operations Officer Directorate Team and Executive Management Team.
Allowance:
50% of Clinical Director Allowance in line with HSE Salary Scales currently 25250 per annum.

A permanently appointed Medical Consultant Contract holder practising in the relevant Clinical Directorate
The candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

It is recognised that for an appointee to function effectively as a Clinical Director (s)he would require the general confidence and support of Consultant colleagues and management.
The normal appointment process for a Clinical Director is a follows:

In recognition of the importance of securing confidence of all parties in these new
provisions appointment in the first instance will be for two years made on the following basis:
