Job Summary

JOB TITLE: Executive Director of Technology Services WAGE/HOUR STATUS:Exempt

REPORTS TO: Chief Communications & Information

Technology Officer

PRIMARY PURPOSE:

Responsible for all aspects planning developing directing coordinating and maintaining technology systems. Provide technology vision and leadership for developing and implementing initiatives with emphasis on integrating technology-based teaching and learning in all classrooms. Strategic focus is on long-range planning of all information processing and telecommunication systems (voice video and data) and operations. Responsible for preparing and recommending the technology budgets. Provides a leadership role in the continuous improvement business and student related technology based processes and technology infrastructures to achieve a more efficient and valuable use of technology-based instructional and administrative investments. Manage technology hardware and software assets and cost life cycles.

QUALIFICATIONS:

Minimum Education/Certification:

Bachelors Degree in Computer Science or related field

Masters Degree in Educational Technology preferred

Special Knowledge/Skills:

  • Experience with E-Rate administration
  • Ability to communicate verbally and in writing with school administrators teachers and vendor representatives
  • Ability to organize people meetings and events
  • Ability to develop and maintain documentation of systems and methods
  • Ability to stay current with evolving technology industry best practices and educational applications
  • Strong overall knowledge of computers and operating systems mobile devices wired and wireless networks database administration and reporting software system architectures LAN/WAN/Cloud connectivity and protocols web development and administration and technology licensing arrangements
  • Knowledge of PEIMS Student Information Systems TEA Accountability System Financial and ERP systems and K-12 district administration
  • Strong interpersonal skills with experience leading and managing people
  • Strong focus on a safe and secure learning environment and the improvement of student academic performance
  • Proven track record leading a diverse team and effectively contributing to cross-functional organizational improvement

Minimum Experience:

  • Ten years of experience working with computers servers software data systems and advanced network services
  • Four years experience in supervision and management of a technology-focused team in a large organization

MAJOR RESPONSIBILITIES AND DUTIES:

  1. Develop and communicate a mission vision and plan that continually improves administrative and educational technology support.
  2. Analyze complex business needs presented by schools administrative departments and executive team to develop and implement technical solutions. Explain technology solutions to senior management through presentation and advocacy.
  3. Oversees all aspects of the technology infrastructure and network services help desk educational technology support application development and integration information assurance and data analysis and accountability.
  4. Prepare review and revise technology department job descriptions.
  5. Select train supervise and evaluate staff and make recommendations relative to assignment retention discipline and dismissal.
  6. Leads and develops Technology Services staff through goal-setting quarterly reviews and team-building exercises.
  7. Develop and administer the districts technology budget and secure alternative funding sources such as grants and donations.
  8. Improve attainment of district goals and objectives by evaluating developing and maintaining technology-related policies and procedures.
  9. Ensures technology purchases and contracts comply with federal and state law State Board of Education rule and local board policy.
  10. Manage the districts federal E-rate program.
  11. Ensure technology-related compliance with data privacy and security regulations through administration of privacy statements memorandums contracts data sharing agreements proper utilization of software applications and physical controls.
  12. Devise develop implement and maintain systems of internal controls emergency and backup procedures proper licensing system upgrades and disaster recovery plans to ensure the integrity security and availability of information.
  13. Engage all stakeholders in the development of the districts Technology Plan.
  14. Collaborate with district leaders and observe both student and staff use of technology resources to continually improve workflows and the use of technology and information.
  15. Implement a professional development plan to ensure all SMCISD staff is proficient in the use of technology resources.
  16. Ensure the districts technology integration activities support emerging trends for digital content and online testing.
  17. Develop strategic alliances with technology system vendors organizations and community stakeholders.
  18. Oversee bond technology planning and technology contract administration.
  19. Actively represent SMCISD in various technical and educational forums and venues.
  20. Comply with policies established by federal and state law State Board of Education rules and local board policy.
  21. Work effectively with people; be innovative and service-oriented.
  22. Promote collegiality and a positive work environment.
  23. Implement the policies established by federal and state law State Board of Education rule and local board policy in the area of information management and technology.
  24. Compile maintain and file all reports records and other documents as required.
  25. Perform other duties as assigned by supervisor.

SUPERVISORY RESPONSIBILITIES:

Supervise develop and evaluate the performance of technology department staff.

Ability to communicate effectively (verbal and written); interpret policy procedures and data; maintain composure under stress

Physical Demands/Environmental Factors:

Frequent district and occasional statewide travel in personal vehicle; frequent prolonged and irregular hours; perform computer installation maintenance and repair in a variety of district locations; moderate lifting and carrying.
