Summary



The King County Department of Local Services (DLS) is seeking an experienced Accounts Payable and Procurement professional and people leader to oversee and strengthen the Road Services Divisions accounts payable and contracting operations. This is an exciting opportunity to lead a dedicated team responsible for vendor payments procurement coordination and contract compliance ensuring adherence to public sector financial regulations and County policies. The ideal candidate brings deep knowledge of accounts payable and contracting practices experience resolving complex issues with internal and external partners strong leadership and customer service skills and a commitment to operational excellence and equity in public service.


This position is part of the Roads Budget and Finance team and reports to the Road Services Finance and Administrative Services Manager within the DLS Finance Team. The Accounts Payable Supervisor leads a diverse team responsible for all aspects of accounts payable operations fosters a positive and customer-focused team culture and ensures accurate timely and compliant services. The role develops policies strengthens internal controls ensures regulatory compliance and drives process improvements using performance data. It also serves as a key liaison with internal partners including Engineering Maintenance the Directors Office Procurement and Finance units and external partners including the Procurement and Payables team in the Finance and Business Operations Division (FBOD). The ideal candidate is a collaborative leader with strong analytical and communication skills a commitment to equity and the ability to enhance financial operations in a complex public sector environment.

Job Duties

  • Lead and supervise a team of Accounts Payable (AP) and goods and services contracting professionalsby assigning responsibilities setting clear expectations monitoring workloads mentoring staff and evaluating performance. Foster a positive inclusive and customer-focused team environment that aligns with the Countys We Are One Team values.
  • Oversee all Accounts Payable operationsfor the Roads Division including vendor invoice processing purchase order matching payment approvals vendor/supplier setup and maintenance employee reimbursements and other disbursements. Ensure all payments are accurate timely and compliant with County policies state and federal regulations and accounting standards.
  • Provide oversight and coordination of procurement and contract administration activitiesensuring timely execution of solicitations contract renewals and vendor payments in compliance with County purchasing policies financial controls and public contracting requirements. Serve as a point of contact for guidance and clarification on complex or unclear processes and support the resolution of delays or issues involving the Central Procurement and Payables Office (e.g. delay of solicitations).
  • Collaborate with the Contract Procurement Program Manager and Maintenance leadershipto align procurement and accounts payable processes monitor contract expenditures resolve payment or compliance issues and maintain accurate documentation for audit and reporting purposes. Leverage deep expertise in contract compliance to ensure adherence to County policies procedures and applicable regulations.
  • Develop implement and maintain accounts payablepolicies procedures and standard operating procedures (SOPs) that strengthen internal controls prevent fraud and errors and support compliance with regulatory requirements. Monitor AP production data and use performance indicators to identify gaps improve processes and ensure operational excellence.
  • Coordinate fiscal year-end AP close activitiesin partnership with the Finance and Business Operations Division (FBOD) including processing deadlines accruals and reconciliation activities. Serve as the primary point of contact for AP-related year-end reporting ensuring all transactions are recorded and reported accurately.
  • Prepare analyze and deliver regular reportson AP aging payment trends and performance metrics. Reconcile the AP subsidiary ledger to the general ledger monthly and at year-end. Present quarterly AP data and trends to leadership to support informed decision-making and continuous improvement.
  • Manage system responsibilities for accounts payable including troubleshooting issues supporting users and coordinating with IT support teams. Oversee Content Manager functions to ensure proper document storage retention and retrieval in alignment with County records policies. Lead process improvement initiatives leveraging automation workflow enhancements and Lean methodologies to strengthen efficiency and service delivery.
  • Serve as a key liaison with Engineering Maintenance the Directors Office Procurement and other internal partners as well as with Central Accounting FBOD to ensure alignment and compliance across financial functions.
  • Respond to vendor inquiries and resolve payment disputesprofessionally and promptly. Provide required documentation and support during internal and external audits and manage corrective actions as needed. Provide backup support to the AP Lead/BFO III to ensure continuity of operations including proxy setup P-Card distribution and transaction reporting.
  • Champion equity and inclusion by integrating racial and social justiceprinciples into financial operations workforce development and daily leadership practices. Model accountability integrity and collaboration in all aspects of work.
  • Perform other duties as assignedto support Finance and Administrative operations within the Roads Division including assistance with special projects year-end financial close and other activities as needed.

Experience Qualifications Knowledge Skills

We are looking for candidates who have:


MINIMUM QUALIFICATIONS


Technical Expertise

  • Education/Experience: Minimum of three (3) years of supervisory or lead experience managing financial or accounts payable teams. Bachelors degree in accounting finance public administration business administration or a related field with coursework in accounting and financial management; OR an equivalent combination of education and experience that demonstrates the ability to perform the duties of this position.
  • Accounts Payable Expertise: Substantial professional experience in accounts payable operations within a large public sector organization (municipal county or state) including invoice processing supplier management payment authorization reporting and compliance.
  • Internal Controls & Compliance: Demonstrated experience establishing and maintaining effective internal controls and ensuring compliance with federal state and local regulations as well as public records and audit requirements.
  • Financial Systems: Proficiency with enterprise financial systems such as Oracle EBS (Accounts Payable General Ledger and Procurement modules) or equivalent systems. Experience using tools to manage workload and monitor performance including reporting platforms (e.g. Power BI Oracle Excel etc.)
  • Audit & Reporting: Experience supporting internal and external financial audits including preparing documentation responding to audit findings and implementing corrective actions.
  • Year-End Close: Demonstrated experience coordinating year-end AP close activities including accruals reconciliations and collaboration with central accounting divisions.


Leadership & Process Improvement

  • Demonstrated ability to lead supervise and develop staff including assigning work setting expectations coaching and evaluating performance.
  • Proven experience improving business processes and applying Lean or other continuous improvement methodologies to enhance operational efficiency strengthen internal controls and streamline AP workflows.
  • Experience establishing clear policies and procedures that support compliance consistency and accountability in AP operations.


Collaboration & Stakeholder Engagement

  • Experience working collaboratively with internal partners such as procurement contract management budget engineering operations and central finance teams to ensure alignment and timely financial processing.
  • Ability to represent the AP function as a subject matter expert to internal and external stakeholders including central accounting divisions auditors and regulatory agencies.


Communication & Equity Leadership

  • Excellent written and verbal communication skills with the ability to clearly explain complex financial concepts and procedures to diverse audiences including staff management and external partners.
  • Demonstrated commitment to advancing racial social and economic equity through financial decision-making workforce development and leadership practices.
  • Ability to foster inclusive collaborative team environments and resolve conflicts constructively using sound judgment and problem-solving skills.


DESIRED QUALIFICATIONS

  • Experience with Oracle Enterprise Business Systems (EBS) especially Oracle EBS General Ledger Project Account Receivable and Accounts Payable Modules Advance Excel or other financial systems.
  • Strong knowledge of governmental accounting principles and standards including GAAP and other applicable regulatory frameworks.
  • Demonstrated experience with LEAN principles.
  • Substantial experience in public sector accounting administration and finance.
  • Knowledge of King County Financial and budget processes.

Work Schedule: The work week is normally Monday through Friday 8:00 a.m. to 5:00 p.m. but may at times require work outside of normal business hours. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.


Emergency Designation Status: This position has been designated as:

Mission Critical - Employees who provide maintain and re-establish essential county functions as described in agency Continuity of Operations plans.

Unless otherwise directed by the County Executive department director or agency head all employees regardless of designation are expected to report to work or request leave during an emergency or inclement weather.

Work Location:
The work associated with this position will be performed through a hybrid work schedule of teleworking onsite work and meetings as needed. The ratio of remote to onsite work will be dependent on business needs and is subject to change.


Employees will have access to shared workspaces at various King County facilities. The employee will report to work at King Street Center (201 S. Jackson Seattle WA 98104) and Renton Maintenance Facility (155 Monroe Ave NE Renton WA 98056).


Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
