The Division of Licensing Programs protects the health safety and well-being of vulnerable adult and child populations served in regulated care settings within the Commonwealth.

The Licensing Inspector is responsible for reducing risks to adults and children in care facilities through the promotion and support of improved quality of care and enforcement of state licensing laws regulations and evaluation of standards of practices. This position monitors and provides regulatory oversight by evaluating applicants conducting inspections and investigating reports of alleged noncompliance.

Inspections may include all Division of Licensing covered programs including assisted living facilities and adult day care centers childrens residential centers and child placement agencies. Inspectors enforce licensing regulations through effective evaluation which may include the review of medical documentation and appropriate recommended action. Produces clear concise and defensible written descriptions of violations; develops intensive plans of correction; manages caseload using an automated system to ensure appropriate action within timeframes set by policy; maintains effective interpersonal and communication skills that promote positive interactions with licensees and others; investigates complaints and allegations upon receipt from residents families other agencies and citizens; provides training technical assistance consultation and referral to providers as scheduled or requested; manages case record documentation on each provider; provides advice and assistance to regulatory colleagues in health care matters; provides excellent customer service to internal and external customers and participates effectively as a member of the regional licensing team to accomplish divisional goals.

*This position requires travel with onsite inspection work primarily in the Valley region of Virginia including the counties of Augusta Clarke Frederick Greene Highland Madison Orange Page Rockingham Shenandoah Warren and the cities of Harrisonburg Staunton Waynesboro Winchester. It may also include travel throughout the state that could result in overnight stays.

This position is a mobile/remote worker who works a clear majority of their planned schedule in a mobile/remote mode away from agency offices/facilities; and performs work in the field using a personal rental or state-owned vehicle. Reimbursement is provided when using a personal vehicle.

Minimum Qualifications

Comprehensive knowledge of the developmental social emotional health and medical needs of adults and children served in regulated settings.

Knowledge of information and evidence collection and analysis techniques with the ability to write reports.
Demonstrated skill in working effectively within difficult or hostile environments to resolve problems.

Demonstrated ability to:
-Interpret and apply laws regulations policies and procedures
-Communicate effectively with a diverse public both orally and in writing
-Work collaboratively and cooperatively with others using knowledge of conflict resolution techniques when necessary
-Plan organize and prioritize multiple diverse tasks independently
-Operate basic office computer & database systems/programs including VPN and virtual and video communication programs
-Provide customer service to internal and external customers
-Effectively communicate with diverse professional provider community and consumer groups
-Compile and conduct training
-Work effectively with a team and independently

A valid drivers license is required.
