Position Description




Harris County Tax Assessor-Collectors Office is seeking a dedicated detail-oriented and customer-focused Auto Special Services Lead Deputy Specialist II to join our team.

The Auto Special Services Lead Deputy Specialist II assists upper management with maintaining observing evaluating coaching and coordinating deputy duties to ensure the department runs smoothly. They assist with the coordination of all administrative and technical activities related to the collection of automobile taxes and titling applications to ensure compliance with the State of Texas guidelines. Offer direct assistance to management with planning work schedules for deputies while also managing daily operations of the division by providing excellent customer service and guidance.

About the Tax Assessor-Collector
The Harris County Tax Assessor-Collectors Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government handling various financial and administrative tasks including:

  • Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
  • Manage commercial and residential vehicle registration issue license plates and handle vehicle title transfers including the collection of associated fees.
  • Oversee voter registration within the county issue voter registration certificates and maintain an accurate voter registration roll.
  • Collecting certain fees fines and revenues related to permits or state mandates depending on the countys needs.


Duties & Responsibilities:
  • Balancing title work and bank deposits.
  • Prepare list of work needing to be reviewed that has been uploaded to online portal by dealers and subcontractors. Review and process mechanic liens and exempt transactions.
  • Prepare and monitor inventory for auditing purposes.
  • Assist management with coordinating and facilitate training sessions for deputies handling dealership transactions on how to use the online system for submitting title work.
  • Prepare and draft contract documents for dealerships and subcontractors reviews completed contracts for accuracy and follows up to ensure all required information and documentation is submitted timely.
  • Review and verify the authenticity of documents presented for vehicle registration and titling including titles proof of identity and proof of ownership.
  • Utilize specific state tools and guidelines to confirm the validity of documents and detect any signs of fraud such as forged signatures or altered titles.
  • Required to cross train and assist in other sections as business needs permit.
  • Have a working knowledge of the services provided by this office.
  • Other duties as required and requested by Auto Special Services Division Management.

Requirements

Education & Experience:
  • High school diploma or GED equivalent from an accredited institution within the U.S.
  • Must have current auto experience within the Tax Office
  • Minimum of (6) months of customer service experience to include cash handling from retail banking or similarly situated operations environment

    and empathy. Strong communication skills and a customer-focused approach enhance satisfaction loyalty and business reputation.
  • Fraud detection: Possesses a fundamental understanding of fraud prevention techniques and documentation authentication processes with the ability to identify potentially fraudulent activities and verify the authenticity of documents to ensure compliance with company policies and industry standards.

Preferences

Education & Experience:

  • Minimum of one (1) year of paid work experience in a leadership role in customer service or similar field.

Work Environment and Physical Demands:

  • Typically an office environment with adequate lighting and ventilation and a normal range of temperature and noise level some physical effort required which may involve long periods of standing walking bending reaching stretching climbing lifting up to 50 lbs. or similar activities (e.g.. filing delivering sorting)

  • A frequent volume of work and deadlines impose strain on a routine basis
  • Regular application of basic skills (calculator keyboard hand tools eye/hand coordination)
